Summary of the contracting process

The Home Office, a central government authority located at 2 Marsham Street, London, is initiating a procurement process for the Life in the UK (LITUK) Secure Digital Test and Digital Online Learning Materials Service. The procurement stage is currently set at the planning phase, with a focus on preliminary market engagement to gather insights and inform the Department's decision-making. This project aims to transform and modernise the Life in the UK test and related services by adopting a 'Digital-by-Default' approach, ensuring a seamless and secure experience for users. The preliminary market engagement process is scheduled to commence on 15 June 2026, with a close date of 26 June 2026, and participation requires registration through the Home Office's eSourcing Portal, JAGGAER, including the completion of a Non-Disclosure Agreement (NDA). The industry categories involved include educational software, IT services, and e-learning, with opportunities projected to extend from August 2027 to August 2032.

This tender represents significant business growth potential, particularly for enterprises specialising in educational software development, digital services, or IT consulting. Given the project's emphasis on technological innovation and security, businesses with expertise in these areas are well-suited to compete. Smaller and voluntary community and social enterprises (SMEs and VCSEs) are encouraged to engage, as the procurement process explicitly demonstrates suitability for these organisations. With an estimated value of £132 million gross, participating in this project presents a substantial opportunity for companies looking to expand their digital solutions offerings, improve public engagement with technology, and support governmental services through the provision of advanced digital tools and platforms.

Preliminary Market Engagement Round 2 for the Life in the UK (LITUK) Secure Digital Test and Digital Online Learning Materials Service

Notice Description

The Home Office (HO) is the government department responsible for safeguarding the nation through border control, immigration, passport issuance, policing, fire services, counter-terrorism and drugs policies. UK Visas and Immigration (UKVI) plays an integral role in delivering this vision, managing millions of applications annually, enabling foreign nationals to visit, study, work or settle in the UK. As part of the evolution of existing services, UKVI pursues the transformation and modernisation of services in a manner that enhances customer experience and ensures accurate and efficient outcomes. One of the core services delivered by UKVI is the Life in the UK test, an essential component of the route to settlement in the UK and to UK citizenship. The Life in the UK Secure Digital Test and Digital Online Learning Materials Service (LITUK) Project is procuring a new service; enabling the continued delivery of front-end services, balancing continuity with improvements and transformation. LITUK aims to move to a 'Digital-by-Default' approach, while upholding the rigorous standards necessary to support UKVI immigration decisions. The successful provider will deliver a service that combines technological innovation with security assurance, enabling customers to demonstrate their knowledge of life in the UK with confidence and convenience throughout their UK immigration journey.
