Summary of the contracting process

The procurement process led by the Mayor's Office for Policing and Crime (MOPAC) invites suppliers to tender for the delivery of a training programme under the Community Scrutiny Transformation Programme. This initiative, titled "MOPAC: Training Provider for the Community Scrutiny Transformation Programme", focuses on equipping scrutineers and Metropolitan Police Service Officers with the skills to independently review police practices across London. The procurement is an active tender stage, with an open method below the threshold, indicating a competitive opportunity for relevant businesses. The deadline for tender submission is extended to 6th July 2026, with services commencing on 24th August 2026. The main procurement category is services, specifically training, to be rendered across the UKI region, with a budgeted value up to £648,000.

This tender presents substantial growth opportunities for businesses specialising in training services, especially those experienced with public sector contracts and possessing capabilities to deliver large-scale programmes. Companies equipped to develop practical and scalable training solutions across diverse participant groups will find this contract appealing. Small and medium enterprises (SMEs) and voluntary sector organisations are especially suitable to engage, being well-positioned to innovate in programme design and execution, which are crucial for enhancing community scrutiny functions across London. The emphasis on quality within the award criteria underscores the importance of delivering high-standard training solutions.

Notice Title

MOPAC: Training Provider for the Community Scrutiny Transformation Programme

Notice Description

MOPAC is developing a network of volunteer community scrutineers who will independently review and challenge police practice in the use of powers such as stop and search, handcuffing and use of taser. To strengthen this work, MOPAC requires a provider to deliver a training programme for Scrutineers and MPS Officers, ensuring shared understanding, consistency, and fairness in local scrutiny processes. The training programme will support participants to understand the purpose and scope of community scrutiny, build confidence in working with data and evidence, and engage constructively in scrutiny processes. The programme is intended to be practical, accessible, and scalable across London, reflecting the varied experience and backgrounds of participants. The training programme will need to be delivered at scale and support participants across multiple boroughs as the Community Scrutiny Transformation Programme expands.
