Summary of the contracting process

The Foreign, Commonwealth and Development Office procured static security guarding services for the British Embassy compound and the High Commissioner’s residence in Buenos Aires, Argentina. The requirement covers 24-hour, seven-day guarding at the residence, including control-room manning, visitor and contractor security checks, and frequent internal and perimeter searches. It also covers trained static guarding at the embassy office from Monday to Friday. This is a security services contract for an international diplomatic site, with delivery in Buenos Aires. The work is intended to protect embassy premises, the residence, staff, visitors and contractors through continuous guarding and controlled access. Suppliers specialising in guarding services for diplomatic, government, international or similarly sensitive sites would find the requirement most relevant.

The procurement has been awarded and the contract is active. The Foreign, Commonwealth and Development Office awarded the contract to Catexis SRL on 25 May 2026 for £915,513.25 including gross value, with the contract signed on 22 July 2026. The contract period runs from 1 August 2026 to 31 July 2029, with two optional 12-month extensions potentially taking it to 31 July 2031. It was an above-threshold open procedure. Two bids reached the final stage, both from SMEs. Evaluation weighted technical quality at 60% and commercial factors, including price, at 40%. The original tender’s estimated value was £1,641,824.89. The requirement is recorded as recurring, with a further process date estimated for 30 April 2030.

This award demonstrates demand for dependable static guarding at a diplomatic compound and residence in Buenos Aires, combining continuous residential protection with weekday office coverage. A credible future competitor would need an established local operational presence, robust experience delivering guarding for international clients, and the capacity to maintain reliable staffing across a 24-hour, seven-day deployment. Relevant capability includes professional control-room operation, access control for visitors and contractors, regular internal and perimeter searches, and trained office guarding. Suppliers should be able to demonstrate compliance with applicable industry standards and certifications, operational resilience, professionalism and consistent service delivery. Performance evidence will matter: contract continuation depends on satisfactory delivery against key performance indicators, with periodic reviews of service quality, efficiency and compliance.
