Summary of the contracting process

The Ministry of Justice, a central government public authority located in London, is in the planning stage of the procurement process for establishing the Prison Operator Services Framework 2 (POSF2). This initiative is designed to replace the previous framework expiring in July 2025. Market engagement events are scheduled to occur from 9th to 11th February 2026 via Microsoft Teams, focusing on various aspects including commercial elements and financial assessments, in anticipation of the tender notice's publication on 23rd February 2026. Interested suppliers must register and submit their details by 4th February 2026 to participate in these online events. The POSF2 framework aims for a contract award by March 2027, covering various services within the prison and public security sectors.

This procurement process presents substantial opportunities for businesses within the prison services and public security domains, particularly those capable of providing comprehensive service offerings aligned with the framework's requirements. Ideal candidates would be organisations able to navigate a framework agreement and offer competitive bids in response to detailed evaluation questions. The significant procurement value, estimated at £9.2 billion, offers impactful growth potential for businesses able to meet the Ministry's stringent technical, financial, and legal criteria. The framework will span from 2027 to 2035, inviting long-term strategic partnerships.
