Summary of the contracting process

The London Borough of Newham is currently in the planning stage of a procurement process for their Pseudo Dynamic Purchasing System (PDPS), specifically focused on Lot 1 of social work and related services. The initiative, known as the Market Engagement Exercise, aims to reopen the PDPS for new entrants with a dedicated Meet The Buyer event on 28th January 2026 at 10:30 am. Interested suppliers can apply to join the PDPS before the deadline of 12th March 2026. The project includes a potential mini-competition for the Clova Road development, a new residential provision for young people scheduled to open in 2027, located in Newham, London. This exercise falls under the services category and is governed by the Public Contracts Regulations 2015.

This tender presents significant opportunities for businesses involved in social work services, particularly those specialising in supported accommodation and care for young people. The PDPS allows service providers to engage in a competitive mini-tender process, opening avenues for contracts such as the Clova Road project. Companies with expertise in semi-independent living services or those providing support as regulated by Ofsted are well-placed to benefit. Engaging with the Newham Council's procurement process can help businesses expand their footprint into public sector projects, fostering growth through strategic partnerships within the local authority framework.
