Summary of the contracting process

Transport for London sought a framework for machined escalator components and spare parts used in its in-house escalator maintenance work across the United Kingdom. The requirement covers parts for planned maintenance, reactive repairs and replacements, including balustrade components, handrail-drive parts, main-drive shaft assemblies, comb-plate assemblies, step-guide roller assemblies, countershafts, tracks and carriage components such as step-chain assemblies, axles, bearings and spacers. This is a goods requirement for parts of escalators (CPV 42419530). TfL is the buying organisation and the framework is intended to support its escalator maintenance portfolio. The opportunity is relevant to manufacturers, specialist engineering suppliers and distributors able to provide machined escalator components to the required specifications.

The process reached tender: TfL invited offers for a single-lot framework agreement. The tender has since been withdrawn and the associated award cancelled. The stated reasons were relatively low annual spend and demand, making a dedicated contract unsuitable and disproportionate at that time. The estimated value was £4,040,803 excluding VAT, or £4,808,161 including VAT. The proposed contract period was 30 November 2026 to 29 November 2031, with a possible extension to 29 November 2034 and renewal permitted. The framework was above the applicable threshold and the lot was suitable for small and medium-sized enterprises. TfL indicated that a future notice was expected on 29 May 2026.

This requirement suited suppliers with practical experience designing, machining, manufacturing or supplying components for escalators, passenger-transport systems or comparable industrial equipment. Relevant capability included producing or sourcing precision shafts, sprockets, wheels, tracks, rollers, comb plates, handrail-drive components, balustrade parts and step-chain assemblies, together with associated bearings, pins, spacers and fixings. Suppliers needed the capacity to support a varied maintenance portfolio covering planned work, urgent repairs and replacement parts. The breadth of components favoured businesses able to offer either a broad product range or specialist expertise in particular escalator assemblies. The stated SME suitability made the opportunity potentially relevant to smaller engineering manufacturers and specialist component suppliers, although the procurement has been withdrawn.

Notice Description

Transport for London (TfL) is issuing a Preliminary Market Engagement Notice to obtain market feedback in relation to the Escalator Machined Parts Framework. TfL invites suppliers to participate in this Preliminary Market Engagement exercise to help shape the upcoming procurement opportunity. This is a valuable chance to engage with us early, gain insight into our requirements and contribute your expertise. The primary focus of the Market engagement is to better understand the market, supplier appetite, capacity and capability, as well as perceived risks and opportunities in relation to the development and finalisation of the Commercial Strategy for Escalator Machined Parts Framework. The engagement will also provide feedback and help to develop the procurement strategy for the Framework which is intended mainly for Escalator Machined Parts. The purpose of the Framework is for the provision of various Escalators Machined Component/Parts for TfL's Escalators Maintenance Portfolio. The components/parts will be used by TfL's in-house labour organisation to undertake planned, reactive repairs, and replacements. Examples of the Escalator Machined Component/Parts required are Balustrade (Skirt Panels, J & H Mouldings, Handrail entry guards, Moulding covers, Brush guard), Handrail Drive (Newel wheels - including Shafts, sprockets, and spacers, Divertor sprockets and shafts), Complete Main Drive Shaft Assemblies (various shafts, sprockets, end covers), Comb Plate Assembly (Comb Plate Assembly, Comb plate sections, Comb plate switch assembly), Step Guide Roller Assembly (Treadformer Rollers, Treadformer Roller Pins, Step guide roller & Pins), Countershaft (Counter shaft Assembly, Countershaft Drive Sprockets & Shafts), Track (Escalator tracks main and return passenger and trailer wheel - Incline, sweeps and upthrust, tangent and half-tracks, Chain guide, Wear strip), Carriage (Including Idler Shaft, Step Chain Assembly - the axles, various bearings, spacers, washers or step pins and collars).

Planning Information

Engagement process description TfL invites suppliers to participate in this Preliminary Market Engagement exercise by completing a Market Sounding Questionnaire (MSQ). All feedback received will be treated confidentially and will help to shape the upcoming procurement opportunity (subject to the Freedom of Information Act). Information on the engagement process and the procurement can be found in MSQ documents which will be forwarded to interested suppliers via TfL's e-sourcing platform (SAP Ariba). TfL reserve the right to change our procurement approach. The engagement process consists of the following key steps: 1. Participation in Early Market Engagement - Suppliers who wish to participate should email faidatalaga@tfl.gov.uk and oliversmith1@tfl.gov.uk; quoting, "Escalator Machined Parts Framework - Participation" by Wednesday 4th February 2026. This activity is focusing on the market, rather than the merits of individual suppliers. It includes no element of supplier selection or bid evaluation. There is no commitment of any kind inferred by either party. 2. Review and complete the MSQ response by return date of Wednesday 11th February 2026 stated in the MSQ document. TfL reserve the right to hold 1-2-1s with suppliers following the submission of the MSQs. We encourage all interested suppliers to take part in this process.
