Summary of the contracting process

Cornwall Council, a sub-central public authority based in Truro, United Kingdom, is in the process of planning the procurement of Oracle Cloud Fusion licences as part of their strategic IT platform requirements. The tender is in the planning stage, with a future notice expected by 1 June 2026 and the contract expected to commence on 1 December 2027. This procurement falls under the industry category of software packages and information systems, with an allocated gross value of £7,320,000. The procurement is anticipated to be a direct award through the Crown Commercial Services Back Office Software Framework, specifically targeting Enterprise Software under Lot 1.

This tender presents significant opportunities for businesses specialising in software and information systems, particularly those familiar with Oracle Fusion platforms and capable of offering comprehensive support and maintenance services. Suppliers with experience in public sector projects and a demonstrable ability to provide licensing and strategic IT solutions would find this an advantageous opportunity. Businesses that can offer flexible licensing solutions and strategic enhancements beyond standard Oracle offerings are well-suited to compete, as Cornwall Council is prioritising value and insight in their market engagement. Participation in the Request for Information (RFI) process will aid in shaping the final procurement route, providing an advantageous position for future tender opportunities.
