Summary of the contracting process

Adra (Tai) Cyf is procuring a framework for planned and reactive asbestos services and works across Wales. It is divided into two areas: asbestos surveying, covering building surveying services, and asbestos removal, covering the removal of asbestos from buildings and related removal services. The requirement is intended to support safe, compliant management of asbestos and protect residents. Suppliers can provide surveying services, removal works, or both through separate businesses, but each supplier may apply for one lot only. The framework covers services as its main category and also includes works. It is suitable for small and medium-sized enterprises. The buying organisation is Adra (Tai) Cyf, a Welsh public authority and housing provider based in Bangor.

The procurement has reached tender: Adra invited offers through an open procedure for a closed framework agreement, with future call-offs made with or without reopening competition. Bids must be submitted electronically by 9 October 2026 at 10:00; enquiries close on 2 October 2026 at 17:00. The framework is intended to run from 1 January 2027 to 31 December 2030, with renewal provided for in Lot 1. The published value is £500,000 excluding VAT (£600,000 including VAT), and the same value is stated for each lot. Evaluation is 50% price and 50% quality. Suppliers may bid for and be awarded one lot only. Adra anticipates appointing up to three providers to surveying and up to five to removal, with award decisions due by 16 November 2026.

This opportunity suits asbestos specialists able to deliver planned and reactive work for a housing provider across Wales. Lot 1 is aimed at firms with building surveying capability, while Lot 2 suits contractors experienced in asbestos removal works and services. The earlier market engagement indicates that Adra values relevant experience, adequate insurance, in-house surveyors for surveying work, and robust arrangements for sampling and laboratory testing. It specifically asked whether providers hold UKAS accreditation to ISO 17020 and ISO 17025, whether they operate their own laboratory, and whether they can achieve a three-day sample turnaround; these are useful indicators of the capabilities expected. Businesses should be able to provide compliant, high-quality services or works and support resident safety. The framework structure may suit established SMEs as well as larger specialist providers.
