A9 Dualling Delivery Framework Agreement

Notice Description

Transport Scotland has identified a need to establish a Framework Agreement to deliver the design and construction of the following five sections of the A9 Dualling Programme between Perth and Inverness. It is anticipated that the following projects will be procured under the Framework Agreement: - Pass of Birnam to Tay Crossing (8.4km) - Killiecrankie to Glen Garry (22km) - Glen Garry to Crubenmore (20.5km) - Crubenmore to Kincraig (16.5km), and - Dalraddy to Slochd (25km) The Framework Agreement will be Transport Scotland's preferred route to market for the delivery of the five remaining sections of the dualling programme to be completed. The Scope for each contract under the framework will vary however generally involves upgraded of the relevant section of carriageway to Dual 2 lane All-purpose roads Sub-category c (D2APc) standard, in accordance with 'CD 109 Highway Link Design' within the UK Design Manual for Roads and Bridges and constructing relevant bridges, junctions, culverts and other road assets. Further information on the remaining projects, including a timeline, can be found in the Supplementary Information Document. The Framework Agreement to which this notice relates may have a lotting structure, but this will be determined following market consultation.

Transport Scotland is an agency of the Scottish Government and contracts in the name of and on behalf of the Scottish Ministers. Transport Scotland has identified the requirement to appoint suitably experienced Contractors to a Framework Agreement to deliver five contracts to dual the remaining sections of the A9 between Perth and Inverness. These five contracts will require the design and construction of new dual carriageway sections between Pass of Birnam and Slochd. Transport Scotland will conduct the proposed A9 Dualling Programme Framework procurement process on behalf of the Scottish Ministers in accordance with the Public Contract (Scotland) Regulations 2015. In the event of conclusion of the Framework Agreement, the Agreement will be entered into between the Scottish Ministers and the most economically advantageous tenderers in accordance with the Contract Notice. The Framework Agreement is expected to last for 4 years from the date of execution of the Agreement. Please note that the estimated Framework value and all dates and timescales given are indicative at this stage. To be considered for this procurement competition, economic operators will be required to complete a SPD through the Public Contract Scotland portal. Further details will be provided in the Contract Notice when published. In line with the National Transport Strategy in Scotland, the A9 Dualling Programme as part of its Social Value Programme aims to build a lasting legacy and encourage economic growth by offering a significant opportunity to improve the social, environmental and economic wellbeing of the area in which it operates, with a particular focus on reducing inequality. The appointed Contractor will be required to deliver Community Benefits in support of the authority's economic, social and environmental objectives. The Programme aims to facilitate the involvement of Small and Medium sized Enterprises (SMEs), third sector bodies and supported businesses, as well as offering employment and training opportunities, and promoting innovation in line with our sustainable procurement duty under the Procurement Reform (Scotland) Act 2014. The Framework Agreement will encourage good quality and fair work practices. Additional information: To inform the development of the Framework Agreement, contractors are invited to take part in a market consultation exercise, further details of which will be made available within this PIN, with the publication of a questionnaire on 19 January 2026.
