Summary of the contracting process

Cumberland Council procured minor adaptations for people with disabilities in homes across the Cumberland Council area. The work covers the supply, delivery and installation of minor adaptive building works, including building installation and repair or maintenance of building installations. Adaptations are provided following an assessment of need by Cumberland Council or a local NHS Trust, or on a preventative basis. Cumberland Council remains the sole contracting authority. This is a works requirement with a health and social care purpose, suited to businesses that can combine practical property adaptation and installation capability with an understanding of the needs of disabled residents. Delivery is within the Cumberland Council area in the north-west of England.

The procurement is complete and was run as a below-threshold open competition. One lot was awarded to PARTNERING IN PROPERTY MANAGEMENT LIMITED, and the contract was signed on 17 April 2026. The award and contract value is £768,000 excluding VAT, with a gross value of £921,600. The initial contract period runs from 19 April 2026 to 18 April 2027. Cumberland Council has one optional extension of up to 12 months, which could extend the contract to 18 April 2028; the extension and potential uplifts are not guaranteed. Evaluation weighted quality at 60%, price at 20% and social value at 20%. Each quality question required a minimum acceptable score.

This award demonstrates demand from Cumberland Council for a single provider capable of managing minor adaptations from assessment-led requirements through to supply, delivery and installation in residents’ homes. A credible future competitor would need practical building installation and repair skills, reliable delivery and fitting arrangements, and the capacity to coordinate work arising from both council and NHS assessments as well as preventative provision. The evaluation places greatest emphasis on quality, so suppliers should be able to evidence consistent workmanship, safe delivery and effective service management. Social value is also material to the requirement. The opportunity was marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it relevant to established local or specialist providers.
