Summary of the contracting process

The Department for Transport commissioned professional services to support its Transport Analysis Guidance (TAG) appraisal and modelling tools. The work supports the Transport Appraisal and Strategic Modelling division’s evidence base for transport decision-making, including maintaining and developing TAG software, supporting licensed users, and providing ad-hoc assistance with related tools and sub-models. The service also covers user communication, customer service, web hosting, knowledge-base administration, research-related development and training. The main work is transport systems consultancy, research and technical services, with software support and development included. Delivery is for the Department for Transport, based in London, and concerns the Department’s TAG software and associated modelling tools. Atkins Realis UK Limited is the appointed supplier.

This procurement has been awarded and the contract is active. The Department used an above-threshold open procedure for one lot, with electronic auction arrangements. The tender closed on 23 February 2026 at 17:00, enquiries closed on 30 January 2026 at 12:00, and the award period ended on 12 March 2026. Atkins Realis UK Limited was awarded the contract, which was signed on 26 August 2026. The contract runs from 26 August 2026 to 18 August 2029, with an option to extend by up to 12 months to 18 August 2030. Its value is £900,000 excluding VAT, or £1,080,000 including VAT. Evaluation weighted technical quality at 60%, social value at 10% and commercial assessment at 30%, using time-and-materials pricing.

This requirement indicates demand for suppliers that can combine transport modelling and appraisal expertise with software engineering and dependable support operations. A credible competitor would need to understand the whole TAG software suite and its coding language, maintain and develop modelling tools, and apply effective quality assurance standards. It would also need a structured project team with suitable key personnel, strong project management, and the capacity to support licensed users through administration, a knowledge base, web hosting, user communication and customer service. Experience delivering research-related development and training would be relevant. The evaluation also shows that social value matters, particularly strengthening supply-chain resilience and capacity through training and innovation. Performance would be judged on deliverable quality, timely task completion, collaboration and clear communication.

Notice Title

Provision of Transport Analysis Guidance (TAG) Appraisal & Modelling Tools

Notice Description

DfT Provision of Transport Analysis Guidance (TAG) Appraisal & Modelling Tools. The Transport Appraisal and Strategic Modelling (TASM) division in the Department for Transport supports the decision-making process by maintaining and developing the transport modelling and appraisal evidence base. It is vital that this evidence base is continuously developed and kept up-to-date through research and engagement with stakeholders and that the tools used to implement this research are kept abreast with the developments. The objective of this contract is to support TASM's role by providing professional and high-quality service for the Department's TAG software. In addition to TAG software, the scope includes ad-hoc assistance with other tools and sub-models that aid the implementation of TAG, depending on research activities. The scope of any such additional activities will be discussed with the supplier in advance. The requirement includes providing support to licensed users according to the Department's needs, from 1st May 2026 for 38 months (with a possible extension of up to one year). It may also include maintaining and developing the tools further. We anticipate the handover from the existing supplier to happen in April 2026.
