Summary of the contracting process

Westminster City Council commissioned a place-based homelessness prevention training pilot for voluntary and community sector organisations. The service is intended to strengthen early intervention and upstream prevention by building organisations’ understanding of housing, homelessness, Westminster pathways and available support. The provider will deliver training, practical support and organisational development; co-design a holistic package of resources for community use during and after the pilot; and use the resulting training modules and learning to extend delivery beyond North Paddington across Westminster. This is a service contract for personal development training (CPV 80570000), delivered in London, initially in North Paddington. The council is seeking a provider able to combine training delivery, capacity building, community resource development, evaluation and partnership working with local voluntary and community organisations.

The procurement is complete and the contract was awarded to Neighbourly Lab on 11 September 2026. It used a below-threshold open competition under the light-touch regime, with electronic submission allowed. Two bids were received, both from SMEs. The tender deadline was 23 July 2026 at 12:00, and the enquiry deadline was 15 July 2026 at 12:00. The awarded value is £249,451 excluding VAT (£299,341 including VAT). The contract runs from 23 September 2026 to 22 September 2027, with one possible 12-month extension to 22 September 2028. There was one lot, valued at £250,000 excluding VAT (£300,000 including VAT). Evaluation was based on technical quality weighted at 70% and commercial considerations at 30%; key technical questions required at least 3 out of 5.

This award shows demand from Westminster City Council for specialist organisations that can help voluntary and community groups prevent homelessness earlier and respond confidently to housing instability. A credible future competitor would need strong knowledge of housing and homelessness pathways, the ability to translate that knowledge into practical training, and experience building the capability of community organisations rather than simply delivering classroom sessions. Relevant strengths include co-designing accessible resources for residents and frontline groups, supporting internal organisational processes, and working effectively across local partnerships. Providers should also be able to establish outcome measures, evaluate a pilot and use evidence to improve and scale a service across a borough. The requirement was suitable for SMEs and VCSEs, indicating that a socially focused provider with proportionate delivery capacity could compete.
