Summary of the contracting process

Curo Places Limited procured a single-contractor access management service for its access control assets. The work covers planned preventative servicing and maintenance, fault-finding call-outs, reactive repairs, and reactive installation or upgrades when required. Assets include powered doors, powered gates, powered barriers, powered shutters, Salto locks and intercoms. The purpose is to keep these assets safe, operational and fit for purpose across Curo’s estate. This is an electrical and mechanical building installation maintenance service, with associated engineering and installation work. Delivery is in the South West of England. The requirement is a service contract rather than a supply-only opportunity, and is suited to organisations able to manage both scheduled maintenance and unplanned response work through one integrated service.

The procurement is complete and the contract was awarded to Severnside Security Ltd on 12 June 2026. It used an above-threshold open procedure with one lot. The original estimated value was £1,000,000 excluding VAT (£1,200,000 including VAT). The awarded and signed contract value is £921,256 excluding VAT (£1,151,571 including VAT). The contract was signed on 25 August 2026 and runs from 25 August 2026 to 25 August 2031. The award documentation described an initial three-year term with two one-year extensions, subject to satisfactory performance and Curo’s discretion. Tender submissions closed on 16 February 2026, and the award decision period ended on 1 June 2026. Six bids were received, with four reaching the final stage. Evaluation weighted quality and technical merit at 60% and cost or price at 40%.

This award demonstrates recurring demand from Curo for a specialist access-control maintenance partner able to cover a mixed estate of powered doors, gates, barriers, shutters, Salto locking systems and intercoms. A credible competitor would need practical electrical and mechanical engineering capability, installation and upgrade experience, and the operational capacity to combine planned preventative maintenance with responsive fault diagnosis and repairs. The requirement favours a single provider able to coordinate scheduled visits, emergency call-outs and occasional asset replacement without relying on a separate programme of planned upgrades. Suppliers should also be able to evidence dependable service management against measures covering completion within target, accurate invoicing, right-first-time delivery, quality assurance and customer satisfaction. The existing award to an SME indicates that delivery at this scale is achievable by a focused specialist provider.
