Summary of the contracting process

The National Gallery is commissioning mechanical, electrical and public health (MEP) engineering consultancy for a new wing at its Trafalgar Square site in central London. The consultant is to lead and coordinate building-services design with the project architect, engineers, specialist designers and wider team, including connections to existing services and the constraints of an operational gallery. Work spans design and delivery support across RIBA stages 1–7: developing calculations, reports, drawings, specifications and coordination information; advising on statutory approvals and planning or heritage submissions; supporting contractor procurement; and providing construction, commissioning, handover and defects-stage input. This is specialist building-services engineering design and consultancy, rather than a construction works contract.

The procurement is complete and the contract has been awarded to MAX FORDHAM LLP. The award was made on 5 June 2026 for £1,804,000 excluding VAT (£2,164,800 including VAT). The contract was signed on 22 June 2026 and runs from 22 June 2026 to 31 August 2033. This was a selective competitive flexible procedure, with a shortlist of five suppliers invited to tender and tender interviews. Five bids reached the final stage. The selection assessment covered economic and technical criteria set out in the PSQ. Tender evaluation considered the technical response, social value, resource schedule and fee schedule; the weightings were to be set out in the invitation to tender. The procurement was a single lot, with a stated estimated value of £2,750,000 excluding VAT (£3,300,000 including VAT).

For a future requirement of this kind, credible competitors will need to show they can lead integrated mechanical, electrical and public health design for a major gallery development, and carry that work through design, procurement and construction support. The capability must cover coordinated calculations, reports, drawings, schematics, schedules and specifications, alongside interfaces with existing building services and the demands of a live cultural venue. Experience supporting Building Regulations and other technical approvals, as well as planning and heritage submissions, is relevant. Suppliers should also be able to resource the full project lifecycle: answering tender queries, reviewing contractor design, responding to construction queries, supporting inspections and commissioning, and contributing to handover, soft landings and defects resolution. The evaluation also placed weight on social value and a convincing resource schedule, as well as technical quality and fees.

The National Gallery is appointing a Mechanical, Electrical and Public Health (MEP) Engineering Consultant with the capability and capacity to design and support the delivery of building services for a new wing to the Gallery, located on Trafalgar Square in central London. The contract will cover RIBA stages 1 - 7. The role of the MEP Consultant will include, as a minimum: * Lead and coordinate Mechanical, Electrical and Public Health engineering design inputs in support of the project brief and architectural intent. * Develop MEP design information appropriate to each RIBA stage, including calculations, reports, drawings, schematics, schedules, specifications/performance requirements and coordination information. * Coordinate MEP interfaces with the Architect, other engineers, specialist designers and the wider project team, including interfaces with existing services and live operational constraints. * Support statutory and technical approvals, including Building Regulations compliance and relevant authority engagement, and provide technical input to planning / heritage submissions where required. * Support procurement activities, tender queries, design development during contractor procurement, and respond to technical clarifications. * Provide construction-stage support including responses to RFIs, inspections as required, review of contractor design (where applicable), commissioning support, witnessing and sign-off activities, and support to handover, soft landings and defects.
