Summary of the contracting process

Fusion21 Foundation established a UK-wide grounds maintenance services framework for participating public authorities. The scope covers routine and reactive grass cutting, lawn and turf care, hedge, shrub and flowerbed maintenance, seasonal planting, weed control, tree pruning and arboriculture, litter picking, leaf clearance and general grounds tidiness. It can also include winter gritting and snow clearance, inspections, reporting, fencing and related environmental, health and safety and pest-control services. The work is delivered across the United Kingdom. This is a services procurement for comprehensive grounds maintenance, landscaping and horticultural operations, rather than a single site-based works contract. The framework is intended for contracting authorities that are permitted to use Fusion21’s arrangements.

The procurement is complete: Fusion21 awarded the framework on 29 April 2026 and signed the agreement on 18 May 2026. The active framework runs from 8 June 2026 to 7 June 2030. It has one lot and an estimated value of £85 million excluding VAT, or £102 million including VAT. The open procedure received 23 valid bids, with 22 suppliers appointed: Aspire Community Works, Blakedown Landscapes, Chequers Contract Services, Fairways Contracting, Gould Landscapes, Great Oaks Tree Services, Greentown Environmental, Groundscapes, Landcaping Centre, John O’Conner, Bidvest Noonan, M J Granger, M&Y Maintenance & Construction, Majestic Grounds Maintenance, Nurture Landscapes, Oxford Direct Services, Peter Crosby Landscape, Pinnacle FM, Ramora, Sherratt Group, Sovini Property Services and UK Landscapes. Evaluation weighted quality at 60% and cost at 40%. Call-offs may use direct selection or reopen competition, with a possible 1%–4% fee on call-off awards.

This requirement demonstrates sustained public-sector demand for broad, multi-service grounds maintenance delivered across the UK. Credible competitors would need operational capacity for routine and reactive work, horticulture, tree care, winter services, litter and leaf clearance, inspections, reporting and environmental compliance. The successful supplier group shows that both SMEs and larger facilities, landscaping and specialist arboriculture businesses can participate, including community and sheltered-workshop organisations. Essential capability includes appropriate waste-carrier licensing, at least one qualified herbicide applicator and at least one suitably qualified tree-work professional. Strong evidence would also be needed on case studies, service scenarios, health and safety, risk management, innovation, environmental sustainability and social value. Financial resilience is important: suppliers must demonstrate the ability to remain trading through the framework period, supported where necessary by detailed accounts, a performance bond or parent-company guarantee. Suppliers should also be able to manage specialist partners for tree surveys, arboriculture or pest control where required.

Fusion21 has conducted a competitive tendering procedure to establish a 4-year framework for Grounds Maintenance. The framework will cover the provision of grounds maintenance and associated services for participating contracting authorities in the United Kingdom (all ITL Level 1 regions), in accordance with the objectives and requirements of the Procurement Act 2023 (PA23). The scope includes but is not limited to: - Routine and reactive grass cutting, lawncare, and turf management. - Maintenance of hedges, shrubs, flowerbeds, and seasonal planting. - Weed control, including the use of approved herbicides and environmentally sustainable alternatives. - Tree Maintenance, pruning and arboriculture works. - Litter picking, leaf clearance, and general grounds tidiness. - Winter services, such as gritting and snow clearance (where applicable). - Associated inspections, reporting and compliance with relevant health and safety and environmental standards. Following evaluation of tenders in accordance with the published award criteria, Fusion21 intends to appoint a number of suppliers to the framework across the relevant regions. The framework agreement is expected to commence on 8 June 2026.The framework will operate for a period of four years.
