Summary of the contracting process

The Business Services Organisation Procurement and Logistics Service, based in Belfast, is currently in the planning stage of a procurement process titled "Non-invasive Ventilation, Associated Consumables and Ancillary Services in the Community." Classified under the medical equipment industry category, this public procurement initiative is in its preliminary market engagement phase, scheduled to conclude by 15:00 on 9th February 2026. This engagement aims to collect information that will shape the future tender, which is anticipated to commence in March 2027 and run until February 2031. The process is being conducted under Northern Irish devolved regulations, indicating specific regional oversight within the UK's legal framework.

This tender presents significant opportunities for businesses specialising in medical equipment and technology, particularly those with expertise in non-invasive ventilation systems and associated services. Companies capable of supplying comprehensive managed services, including equipment, accessories, maintenance, and customer care, stand to benefit considerably. Participating businesses will have the chance to engage with Health and Social Care (HSC) in Northern Ireland, supporting community health needs and potentially expanding market reach. Organisations that can offer innovative solutions and proactive customer engagement are well-suited to this procurement opportunity, which aims to address respiratory healthcare needs in the community effectively.

Notice Title

Non-invasive Ventilation, Associated Consumables and Ancillary Services in the Community

Notice Description

The purpose of this Preliminary Market Engagement is to inform the market of our envisaged procurement plan on the provision of Non-Invasive Ventilation (NIV), Associated Consumables and Ancillary Services in the community. NIV refers to the method of providing ventilatory support to a patient without placing an artificial airway in the main windpipe (trachea). It is used to treat a number of conditions as the risk or likelihood of respiratory failure is prevalent in various disorders. It is envisaged the Supplier(s) will be expected to provide a complete managed service on behalf of Health and Social Care (HSC) in Northern Ireland to patients that require the use of NIV. This will include but not be restricted to: 1) Supply of all equipment, accessories and consumables. 2) Manage installations, deliveries, maintenance of equipment and call outs. 3) Provide a professional and expert customer care team that can provide training and support to Health Care Professionals and patients. We hope that the Preliminary Market Engagement (PME) will help encourage supplier interest in this tender. It will also help us understand any barriers to tendering that suppliers currently face so these can be considered when drafting the HSC tender
