Summary of the contracting process

Hertfordshire County Council, with The Procurement Partnership Limited acting as agent, established a UK-wide fleet management framework for public sector contracting authorities. It covers five areas: fleet management services, including vehicle management, repair and maintenance; tyres and ancillary services; fuel cards; vehicle and equipment disposal, including towing, vehicle demolition, auctions and recycling; and fleet management software and related services. The procurement used an open procedure for a 48-month closed framework, with call-offs available either without reopening competition or through competitive selection. It was divided into five completed lots. Each lot is recorded at a gross estimated value of £150,000,000: fleet management services, tyres and ancillary services, fuel cards, vehicle and equipment disposal, and fleet management software. Awards were made on 20 July 2026, with nine suppliers selected for Lot 1, two for Lot 2, two for Lot 3, five for Lot 4 and ten for Lot 5. The framework period runs from 18 August 2026 to 17 August 2030. Evaluation used quality and price marks, with pricing worth 400 marks in every lot; selection also covered economic and technical criteria. Lot-specific win fees range from 0.30% to 1.25%.

This procurement was conducted as an Open Procedure in accordance with Section 20 of the Procurement Act 2023. Hertfordshire County Council ("the Authority") and The Procurement Partnership Ltd ("TPPL"), acting as the Agent, invited tenders for participation in a 48 month Closed Framework Agreement (pursuant to Section 45 of the Act) for the supply of Fleet Management Services and Supplies ("Fleet Goods and Services"). The Framework is structured into five Lots, each containing a defined set of packages that specify the core and optional service elements available to Contracting Authorities. The package system provides a consistent, modular structure for Call Off Contracts, while still allowing Contracting Authorities to run Competitive Selection Processes where appropriate. Hertfordshire County Council is a Centralised Procurement Authority for the purposes of the Act. The Framework is available for use by Contracting Authorities throughout the United Kingdom, including but not limited to: Local Authorities and Combined Authorities Registered Providers of Social Housing NHS Bodies and Health Trusts Educational Institutions (Schools, Colleges, Universities, Academies) Emergency Services (Police, Fire, Ambulance, Coastguard) Registered Charities Non Departmental Public Bodies Central Government Departments and Executive Agencies Other public sector bodies as defined in Section 2 of the Procurement Act 2023 The Framework may also be accessed by other Centralised Procurement Authorities acting on behalf of the above entities. TPPL is acting as the Agent for the purposes of this procurement and the ongoing management of the Framework. This includes, but is not limited to: administration of the tender process, evaluation of submissions, Framework management, delivery of Competitive Selection Processes, support with awards without reopening competition (where permitted), and collection of Framework Fees. The Framework comprises the following Lots: 1. Fleet Management Services 2. Tyres and Ancillary Services 3. Fuel Cards 4. Vehicle and Equipment Disposal 5. Fleet Management Software Suppliers appointed to the Framework will be required to deliver the relevant goods and services in accordance with the specifications set out in the procurement documents. Delivery may be national or regional depending on the Lot and the requirements of individual Contracting Authorities. Call Off Contracts may be awarded without reopening competition (typically using the package system) or through Competitive Selection Processes, ensuring flexibility while maintaining consistency of service standards and statutory compliance.

Hertfordshire County Council (HCC) and The Procurement Partnership Limited (TPPL) have worked together for over a decade. The partnership has provided a range of UK accessible frameworks covering a wide range of vehicle types, associated goods, and services. HCC is an upper-tier local authority for the non-metropolitan county of Hertfordshire. Hertfordshire is located in the south east of England and it's southernmost borders are just 12 miles from central London. Hertfordshire covers 634 square miles and has a population of over 1.2 million people and is home to a diverse range of communities. The Procurement Partnership Ltd (TPPL) are a private limited company offering a range of sustainable procurement solutions and services to the Public Sector. Through a collaborative approach, our members can obtain fully supported procurement solutions, with enhanced product specific technical expertise to aid in determining product and procurement specifications that conform with existing procurement legislation. Previously, TPPL has provided its members with access to fleet management services in the form of a category within a finance and lease dynamic purchasing system (DPS) created in conjunction with HCC. The DPS was launched in 2021, reference number: TPPLHCCFL01 and is due to expire in August 2026. Based on interest from members in this category over the life cycle of the DPS and confirmed through further member engagement activity, a standalone framework for fleet management services and supplies has been identified as necessary. This survey now seeks views from the supply-chain on issues that may impact on the final specification, lot structure, and the scope for delivering social value outcomes within the proposed framework. Completion of this survey is not an invitation for formal expression of interest. This questionnaire is issued for information only, to assess the appetite and capability of the market and thus make any potential process more focused and efficient. The information gathered will be used for the following: • To build capacity within the supply chain to bid for the proposed framework • To engage with partners on the overall general scope of the specification and requirements prior to issuing the tender documents. • To provide feedback in relation to the appetite of the market together with information that will allow the exercise to be shaped to elicit a positive response from suppliers.
