Summary of the contracting process

The procurement process initiated by Cumberland Council is seeking tenders for a Water Hygiene and Monitoring Contract. The tender, valued at approximately £1,250,000 over a potential period of seven years (initially five years with an optional two-year extension), involves managing water hygiene across around 160 properties in Cumberland, with the possibility to include School Estates and the Lake District National Park Authority at agreed rates. The procurement falls under the 'Technical testing, analysis and consultancy services' category and utilises an open procedure method. Key dates to note include a tender submission deadline on 20th February 2026 and the intended contract award date by 9th March 2026. The selected supplier(s) will be expected to commence work from 1st April 2026. The opportunity is relevant to businesses operating within the UK, specifically in the region designated as UKD1 (including Cumbria locations such as Carlisle).

This tender represents a significant opportunity for businesses specialising in water hygiene and testing services. It is particularly suited to those with experience in servicing large-scale public sector contracts and those capable of providing comprehensive testing and monitoring services across varied sites such as residential care homes, office buildings, and library services. Small and medium-sized enterprises (SMEs) are encouraged to apply, offering quality-driven and cost-effective solutions, with the procurement weighted 50% on quality, 30% on price, and 20% on social value. The open procedure ensures all eligible organisations have the chance to express interest, making it an ideal opportunity for firms looking to expand their public sector portfolio and reinforce their presence in the technical services industry.
