Summary of the contracting process

Queen’s University Belfast procured waste management services across various locations on its university campus in Belfast. Awards were made on 11 June 2026: Lot 1, commercial waste and recycling, to River Ridge Recycling (Portadown) Ltd for £1,712,700 gross; Lot 2, confidential and paper waste, to Bailey Waste Recycling (NI) Limited for £45,540 gross; Lot 3, chemical and hazardous waste, to Avanti Environmental Group Limited for £483,048 gross; and Lot 4, clinical waste, to SRCL Ltd for £278,490 gross. Each contract runs from 1 July 2026 to 30 June 2029, with an option to extend by up to 24 months. Contracts were signed between 25 and 30 June 2026.

This requirement demonstrates demand from a large university for integrated, compliant waste services delivered through separate specialist lots. Relevant competitors would need operational capability in commercial waste collection and recycling, secure handling of confidential material and paper, and regulated treatment or disposal of chemical, hazardous and clinical waste, depending on the service area pursued. Credibility would also depend on reliable collection arrangements, suitable bins or skips, accurate transfer documentation, consolidated invoicing and regular management information. Suppliers should be able to demonstrate consistent service levels, legislative compliance, waste-hierarchy practice, improved recycling performance and progress towards reducing landfill. The opportunity was suitable for SMEs on the commercial, paper, and chemical or hazardous waste lots, while the paper-waste lot was also suitable for voluntary, community and social enterprises.

Queen’s has conducted Preliminary Market Engagement with a number of suppliers in order to: • develop the understanding of our requirements and the proposed approach to the procurement; • gain a better understanding of what the market can offer and if the market was capable of responding to a tender in relation to this requirement; • identify potential suppliers for the requirement; • understand potential lead times; • gain an understanding of the commercial profile for the requirement; • communicate sustainability targets and minimum requirements to confirm the market has the capability to deliver on these. • identify opportunities to reduce the environmental impact of the requirement. The information gathered from PME will be used to shape any forthcoming procurement strategy to ensure that requirements can be subject to reasonable competitive tension. Participation in preliminary market engagement is not a prerequisite for any future tender exercise. This Engagement was carried out before this notice was published.
