Summary of the contracting process

Torridge District Council’s Hatchmoor Development is a construction project on land beside Hatchmoor Road in Great Torrington, Devon, intended to create a local employment hub. The contract with Pearce was signed on 24 September 2026, for £5,277,340.04 gross, with a stated contract period from 28 September 2026 to 31 January 2028. The lot’s stated delivery period runs from 27 July 2026 to 20 December 2027. Price carried 50% of the evaluation; project delivery, quality management, cost management, supply chain and social value each carried 10%. Economic and technical participation conditions applied.
