Summary of the contracting process

Lancashire County Council is seeking to procure services for a Workforce Influenza Vaccination Programme through an open procedure under the Procurement Legislation and the Health Care Services (Provider Selection Regime) Regulations 2023. The contract involves delivering influenza vaccinations to employees at various on-site locations such as office settings, highways depots, and schools across Lancashire. The procurement is currently in the tender stage, with the deadline for tender submissions extended to 8th June 2026 at 11 am. Conducted as an open competition, this service will operate as an on-site clinic model from 5th October to 30th November 2026 and from 1st October to 30th November 2027, offering an initial two-year contract with potential for a one-year extension. The primary category of this procurement is community health services, and it is valued at £165,000.

This tender represents a significant opportunity for businesses specialising in medical services, particularly those experienced in vaccination programme delivery. Companies adept in setting up temporary clinics and managing healthcare logistics in on-site settings are well-suited to compete. The contract is strategically beneficial for reinforcing existing services and marking entry into public sector health initiatives, providing a stable business growth avenue with the possibility of extended collaboration. Additionally, the on-site service delivery ensures business operations are minimally disrupted, making it attractive for innovative service providers capable of flexible operational models and efficient staff management to meet the demands of large-scale seasonal health programmes.

The Authority is looking to open this opportunity to the market as an open competition to ensure value for money through a longer-term contract of an initial 2 years plus up to an additional potential 1 year extension. The successful Provider will deliver immunisation against influenza to those identified as being eligible by the Authority. Lot Information

Lot 1

Each year, the Department of Health and Social Care, the UK Health Security Agency (UKHSA) and NHS England develop an annual flu plan to guide local arrangements of seasonal flu vaccination delivery, based upon a co-ordinated and evidence-based approach. As a further support to this agenda, LCC undertake an annual workforce flu vaccination programme to promote the uptake of vaccination to frontline workers and business critical staff, to reduce the impact of flu in the population whilst supporting the improvement of staff absenteeism figures due to the flu virus. Results on service delivery of this programme are fed into local A+E Delivery Boards in support of winter planning by helping to vaccinate frontline staff, supporting the reduction in unplanned hospital admissions and pressure on A+E services. Raising awareness of the importance of the flu vaccination through national campaigns delivered locally, staff briefing sessions ensures informed consent for employees plus a dedicated mailbox for employee queries is also run throughout the flu season. Delivery of the on-site flu vaccine to LCC workforce on behalf of the Lancashire County Council Health Protection Team (LCC HPT), maximises protection for self, family and friends and particularly for those working frontline with high-risk, vulnerable groups and business critical services. Delivery of the on-site flu clinics enables a greater level of accessibility by delivering the free flu vaccination at site of work and out-of-hours if required, with zero disruption to working hours and responsibilities.

Renewal: The contract will have an initial term of 2 years with Lancashire County Council retaining the right to extend the contract by any number of defined periods provided that the total contract period does not exceed 1 year.
