Summary of the contracting process

The procurement process involves the Department for Energy Security & Net Zero (DESNZ) as the buying organisation, who is undertaking a contractual process to conduct tests for the development of the Home Energy Model: Future Homes Standard (HEM:FHS). The industry category is services, specifically within public authority central government. The project is located in the United Kingdom, with a specific focus on testing in controlled standard conditions provided by the University of Salford. The procurement stage is currently at the contract award phase, as finalised on 29th January 2026, with the contract period running from 2nd March 2026 to 31st March 2026. The procurement method was a direct award, justified by the development and prototype nature of the project, aligning with The Procurement Act Schedule 5 for research and development purposes.

This tender offers significant opportunities for businesses specialising in energy modelling and simulation services, as it seeks to validate an energy model against actual test results, fostering further innovation in home energy standards. The contract, awarded to The University of Salford, creates a unique opportunity for large organisations and potentially SMEs that can offer expertise in advanced scientific testing environments. Businesses equipped to manage and analyse complex data sets, along with those that can contribute to the development of energy solutions, would find competing in such tenders highly beneficial for growth and increasing their footprint in the energy sector.
