Summary of the contracting process

The Regional Business Services Organisation Procurement and Logistics Service in Belfast, UK, is conducting a planning phase for the procurement of "Adult and Paediatric Enteral Feeds and Associated Equipment/Consumables, including a Home Enteral Feeding Service". This project, currently in the planning stage, involves the supply of nutrition-related goods and services that are crucial for home and in-patient enteral feeding in Northern Ireland's health sector. The procurement process, governed by Northern Irish devolved regulations, aims for implementation by early to mid-2027, with key engagement due by 18th February 2026. This initiative highlights the need for market engagement to identify potential suppliers capable of meeting the area's evolving healthcare needs, particularly in a geographically divided provision structure.

This tender presents significant opportunities for small and medium-sized enterprises (SMEs) specialising in nutritional products, delivery services, and medical equipment. Businesses with expertise in the healthcare goods sector, particularly those offering dietetic and special nutritional products, are well-suited to bid. By engaging in this process, companies can secure significant growth opportunities through long-term, regionally-focused contracts supporting both home care and in-patient services. Companies adept at innovative healthcare solutions and efficient logistical operations will find this a strategic entry into a burgeoning healthcare supply chain within the UK.

Notice Title

Adult and Paediatric Enteral Feeds and Associated Equipment/Consumables, including a Home Enteral Feeding Service

Notice Description

Health and Social Care in Northern Ireland (HSCNI) has identified scope for improvement to the current arrangements for ordering and supply of adult and paediatric enteral feeds and the equipment required for their administration. An executive summary of the Thematic Review of Ordering and Supply Arrangements for Home Enteral Tube Feeds and Equipment has been provided for background information. This document will help provide context to the considerations HSCNI has to make in order to progress this service change/redesign (Nb. target implementation/go-live date for proposed redesigned service is early-mid 2027). It is important to note that current figures indicate approx. 745 home adult and 625 home paediatric patients regionally require to avail of a home enteral feeding service, in addition to a current maximum of 420 adult in-patients and 65 paediatric in-patients regionally requiring to be enterally fed on a daily basis, although it should be acknowledged that there is a growing trend in terms of patient numbers. Trust-by-Trust breakdown of current patient numbers is presented in the Supplier Brief accessible via PME CfT reference 6375145. It is envisaged that the HSCNI region will be split in two geographically (likely a three-Trust / two-Trust split, but still TBA), with a different supplier awarded the business in each of the sub-regions and required to meet the needs of both home and in-patient, and adult and paediatric patients managed by the HSCNI Trusts making up the assigned sub-region.

Planning Information

Interested economic operators are first requested to provide a written response to the questions as listed in the ‘Specific Goods or Services’ tab of the PME Questionnaire accessible via CfT reference [6375145]. Economic operators interested in attending a virtual individual supplier engagement session should email steven.cinnamond@hscni.net by 3pm on Wednesday 18th February 2026 with the words 'PME Expression of Interest' appearing in the subject line of the email. Economic operators, whose participation in this second stage of PME is requested and subsequently confirmed by BSO PaLS, are asked to prepare a 45-minute (max.) presentation which touches upon, as a minimum, the written responses to the questions as included in the 'Specific Goods or Services' tab of the PME Questionnaire accessible via CfT reference [6375145], in addition to addressing any other areas deemed relevant to the potential scope and specification of the contract to be awarded (Nb. following the 45-minute (max.) presentation time, there will be a 15-minute (max.) window during which Tender Assessment Panel (TAP) representatives in attendance may ask for further clarification or responses to questions/queries which arise during the course of the presentation). Previous Prior Information Notice (PIN) reference applicable to this exercise: 2023/S 000-036931 Economic operators should note that any interest expressed in participating in this PME opportunity does not constitute a commitment to participate in any future tendering exercise.
