Summary of the contracting process

Kent County Council procured soil, rubble and hardcore processing services for waste deposited at all 19 household waste recycling centres across Kent. The requirement covers receiving, handling, processing and treating non-hazardous soil, rubble such as bricks, concrete, tiles and ceramics, and hardcore including crushed stone and aggregates. The West Kent award is £39,330 gross; Mid Kent is £43,974 gross; and East Kent is £96,696 gross. The procedure was an open competitive flexible procedure involving initial tenders, possible negotiation, final tenders and contract award. Three bids were received and three reached the final stage for each lot. West Kent was evaluated on the lowest total contract value above a minimum quality threshold. Mid Kent and East Kent used the lowest total contract value above a minimum threshold. The contracts are active.

This award demonstrates sustained demand from Kent County Council for regional waste treatment capacity covering household recycling-centre inputs. A credible future competitor would need a treatment facility positioned to serve one or more Kent areas, with the operational ability to receive, handle, process and treat soil, rubble and hardcore at the required volume. Planning permission, environmental permits, relevant waste-treatment authorisations, technical competence and supporting certification are central requirements. The procurement attracted three bids for each geographical area, while no final-stage bids came from SMEs, although all three lots were identified as suitable for SMEs. Suppliers with compliant facilities, reliable logistics from the relevant Kent area, and evidence of managing non-hazardous construction and mineral waste would be well placed to compete when this requirement returns.

The Kent County Council (KCC) wishes to procure a contract which includes the receipt, handling, processing and treatment of Soil, Rubble and Hardcore deposited at all nineteen Household Waste Recycling Centres (HWRCs) across the County, including but not limited to: *Soil (non-hazardous) *Rubble (e.g. bricks, concrete, tiles and ceramics) *Hardcore (e.g. crushed stone, aggregates) The Treatment Facility must have valid and appropriate planning permissions, environmental and other relevant permits including the relevant technical competencies for the type and amount of waste to be handled under this Contract and otherwise all permissions and certification required for the performance of this Contract.
