The purpose of this event is to discuss Blackburn with Darwen Borough's offer to support young people and adults who experience issues with drugs (illegal & prescription) and alcohol, with a particular focus on the following areas: * Harm Reduction * Psychosocial treatment and support * Community specialist clinical interventions * Supervised consumption/ needle syringe programme * Community based detoxification * Tier 4 inpatient detoxification and rehabilitation services * Alcohol care teams * Criminal justice * Recovery and support * Sustained progress in treatment and outreach
