Summary of the contracting process

Blackburn with Darwen Borough Council is commissioning integrated alcohol and drug misuse prevention, treatment and recovery services for adults and young people. The requirement covers specialist and structured community treatment for illegal and prescription drug and alcohol use, including criminal-justice-linked interventions, early intervention, harm reduction, prevention, resilience, self-care and recovery. It also includes a dedicated children and young people’s service supporting individuals, families and communities, and a recovery infrastructure organisation providing holistic, community-based recovery support. The recovery infrastructure service must complement structured treatment, clinical interventions and statutory provision rather than duplicate them, and must not provide clinical treatment or prescribing. Delivery is for Blackburn with Darwen and related services in Lancashire.

The procurement has reached tender: the council invited offers through a below-threshold open competition. Relevant capability includes delivering structured psychosocial and community treatment, harm reduction, criminal justice interventions, support for children and young people, and coordinated work with clinical, statutory and recovery partners. Providers for the recovery infrastructure lot need experience of strengths-based, asset-based and lived-experience-informed community recovery, engagement, progression and sustained recovery, without delivering prescribing or structured clinical treatment. The service model requires partnership working and seamless transitions into, through and beyond treatment. All three lots are identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Participation is reserved to organisations in Lancashire.

The Provision of the Children and Young People's Drug and Alcohol Use Service -

The overall aim of the Service is to reduce drug and alcohol-related harm for children and young people, families and communities. It will improve health, strengthen wellbeing and support children and young people to thrive, develop resilience and make positive, informed choices, recognising and responding to drug and alcohol use within the wider context of their lives.

Provision of Recovery Infrastructure Organisations

This specification details the requirements of the Provider in delivering and developing Blackburn with Darwen Recovery Infrastructure Organisation - a collaborative approach to delivering holistic recovery from drug and alcohol use. This service is intended to complement, not duplicate, structured treatment, clinical interventions and statutory provision. The Provider will not deliver structured clinical treatment or prescribing interventions but will work in close partnership with commissioned treatment Providers to support engagement, progression and sustained recovery, ensuring seamless transitions into, through and beyond treatment. This specification is intentionally flexible to enable Providers to design an innovative, locally responsive delivery model, informed by lived experience and community need and strengths-based and asset-based approaches that build on individual and community assets.
