Summary of the contracting process

North Ayrshire Council procured a framework for external health and safety training services, delivered face to face at council premises across North Ayrshire. The requirement covers three areas: IOSH Managing Safely, IOSH Managing Safely Refresher, IOSH Working Safely and risk assessment training; IOSH safety, health and environment training for construction site managers and construction workers; and wider health and safety courses covering manual handling, sharps awareness, asbestos awareness, COSHH awareness, ladder safety awareness and scaffolding awareness for users. The third area requires two suitably experienced and qualified providers, with all training delivered directly by the appointed providers and no subcontracting. The procurement is a public-sector training services opportunity for organisations able to provide accredited occupational health and safety instruction.

The procurement has been awarded. It used an open procedure for a framework agreement with up to seven participants, evaluated on price at 80% and quality at 20%. Lot 1 IOSH Training was awarded to Grow Training Group Ltd, City of Glasgow College and McCrae Training; its contract was signed on 1 July 2026 for £144,685. Lot 2 IOSH Construction Training was awarded to Apex Fit Testing Solutions and GTEC Training Limited; its contract was signed on 1 July 2026 for £89,500. Both contracts run from 30 June 2026 to 30 April 2030. Lots 1 and 2 are recorded as cancelled at lot level despite these active awards and contracts. Lot 3, valued at £76,000, remains active and has no published award. The wider estimated procurement value is £390,400, with no renewals.

This outcome shows established demand from North Ayrshire Council for accredited, face-to-face workplace safety training delivered locally. Suppliers competing when the requirement returns would need to cover the complete relevant course range, maintain sufficient qualified trainers and provide reliable delivery at council premises. For IOSH work, trainers must be IOSH-approved, hold at least TechIOSH membership and have completed IOSH Train the Trainer or a regulated level 3 training qualification. For the wider health and safety courses, trainers need a level 3 training qualification. Credible providers should be able to demonstrate two comparable service examples from the previous three years, supported by satisfactory customer references, and identify technical personnel responsible for quality control. They also need relevant authorisations or memberships and the specified employer, public, professional and motor insurance arrangements. Lot 3 requires direct delivery without subcontracting.

Optional pricing will be requested for face to face training at a bidder organised training centre within North Ayrshire and virtual/online (live) training using IOSH-approved platforms. Optional pricing will not be included within the evaluation.

NAC require the following IOSH construction training courses. - IOSH Safety, Health & Environment for Construction Site Managers - IOSH Safety, Health & Environment for Construction Workers

Lot 3 - Health and Safety Training

North Ayrshire Council (NAC) are seeking 2 suitably experienced and qualified service providers to deliver the following health and safety training courses: Manual Handling, Sharps Awareness, Asbestos Awareness, COSHH Awareness, Ladder Safety Awareness and Scaffolding Awareness for Users. Bidders must be able to deliver face to face training on NAC premises. Please note that bidders will be required to commit to delivering all elements of this framework directly, with no sub-contracting permitted.

Options: The evaluation will be based on face to face delivery of the training at North Ayrshire Council premises. Optional pricing will be requested for face to face training at a bidder organised training centre within North Ayrshire. Optional pricing will not be included within the evaluation.
