Summary of the contracting process

The procurement process for the "Beyond 2050 x Hydrogen Innovation Initiative," managed by the High Value Manufacturing Catapult based in Birmingham, aimed to explore opportunities in the hydrogen innovation sector. The award was granted under a direct procurement method below the competition threshold, with an initial contract period spanning from 2nd September 2025 to 31st March 2026. However, the contract was terminated on 30th January 2026. This initiative is categorised under research and development services and was planned to engage with political and industry stakeholders across the United Kingdom, including activities to align with hydrogen campaign groups. Despite its early termination, several planned events and activities were outlined in the project's description.

This tender represented a vital opportunity for large-scale enterprises, particularly those specialising in consultancy and research within the renewable energy sector, to leverage their expertise in hydrogen technologies. Businesses with capabilities in political engagement, public affairs, and technical consultancy could have driven significant influence and advanced their position within this developing market. While the contract's premature conclusion limits immediate prospects, understanding the dynamics of such collaborative initiatives can provide businesses insight into future tendering opportunities within similar industry categories.

Notice Description

1. Delivery of the Hydrogen Innovation Opportunity Backbench Business Debate Ongoing engagement with James Naish MP, ensuring a smooth transition to the new lead, Tom Collins MP Briefing ahead of the debate including online briefing for MPs, speaking notes for Tom Collins, and wider MP briefing pack Collateral for IAB members to flag the debate with local MPs, asking them to take part Engagement with the Minister and Shadow Minister ahead of the debate - sharing debate materials and allowing them to prepare an appropriate response. Securing an OpEd on the day of the debate co-written by Tom Collins MP and Katherine Bennet - H2 View are interested in covering this. Coordinating MP social media activity around the debate - e.g. coordinating/drafting LinkedIn posts from James Naish, and other supportive MPs with clips to key sections from the debate. Appropriate follow-up after the debate e.g. thank you letters to MPs, a letter to the Minister responding to the points raised in their response, recommendations for further MP-led activity, and a note to be shared with HII partners and IAB members. 2. Supporting alignment with other hydrogen campaign groups, and/or Beyond2050 clients Advising on and supporting coordination with other hydrogen groups, such as the Hydrogen Energy Association, and Chair of the Jobs, Skills and Supply Chains working group of the Hydrogen Delivery Council. In addition, Beyond2050 will look to facilitate engagement with: Hydrogen in Aviation (HIA): Secure HII representation at a HIA regional roundtable, chaired by the West of England Mayor and attended by local political stakeholders (MPs, councillors), officials (DBT, DESNZ and DfT), as well as key regional bodies and the six HIA members. This roundtable is planned to coincide with a 'world first' hydrogen refuelling trial at Bristol Airport. The refueller is owned and operated by ZeroAvia, an HII IAB and HIA member. A date for this event is TBD but will be in or before October. HIA plan to publish a 5-year hydrogen in aviation technology roadmap by the end of the year. This will evidence the technology already available, highlight the R&D HIA members are investing in and the timelines for delivery with a view to evidence that the technology opportunity is already here (or will be very soon) - making commercial flights viable within this Parliament. The planning for this is still in early stages but would seek to facilitate HII's involvement - particularly to help strengthen the case for government to create the right conditions for these technologies to be commercialised in the UK. 3 UK Hydrogen Technology Manufacturers Campaign: Beyond2050 has already briefed Gareth on this short, sharp campaign being led by a group of manufacturers and supported by Beyond2050 from Aug - Dec 2025. Activities will likely include parliamentary questions, private and public letters of support, as well as advocacy through high-level meetings. Working with HVMC, we will ensure HII is well briefed on activity with the opportunity to advise and feed into approach. Where possible, we will ensure that the work of the campaign aligns with HII's policy objectives, e.g. referencing the UK Innovation Opportunity report, calling for a national programme focussing on building UK supply chains, and strategic use of the UK's domestic market to stimulate early UK supply chain capacity. 3. Broader public affairs support o Rolling public affairs insight and advice designed to support and advance HII's engagement across industry, Westminster and Whitehall including close alignment with : Sharing relevant policy insight from discussions with DESNZ, DBT and DfT - shared with HII on the bi-weekly campaign call, and ad hoc updates via email, phone and WhatsApp. Invitation to attend Beyond2050 networking events, e.g. the Hydrogen Strategy Update roundtable 4. Political monitoring & analysis of key hydrogen moments o Beyond2050 monitoring and analysis of key announcements and measures related to hydrogen, such as the July 2025 Update to the Market, and the updated Hydrogen Strategy (expected in 'Autumn' 2025).
