Summary of the contracting process

Shropshire Council is undertaking a Preliminary Market Engagement (PME) to explore procurement opportunities within the Community Based Care sector. This initiative is scheduled in Shrewsbury, under the services category, targeting health and social work services along with other community provisions. Key activities, such as the National Provider Event on 5 March 2026, online surveys, and forums, are planned to gather market insights. Currently in the planning stage, this process focuses on accommodating forthcoming changes under the Procurement Act 2023. Participating entities are encouraged to engage through various platforms to influence potential procurement routes and frameworks regarding accommodation-based and community-based support services.

This tender provides substantial business growth opportunities, especially for providers of domiciliary and day care services across all age groups. With a gross value of £540 million, businesses specialising in health and social work, and those with a focus on community, social, and personal services, are well-suited to participate. Shropshire Council is evaluating models compliant with the new legal framework, creating opportunities for innovative solutions and partnerships. This engagement, under a light touch regime, represents a chance for providers to shape future service models and demonstrate market capacity and pricing strategies, fostering an environment conducive to sustainable growth and collaboration.

Notice Title

Community Based Care - Framework

Notice Description

THIS IS NOT A CALL FOR COMPETITION. THIS IS A MARKET ENGAGEMENT. Shropshire Council is currently conducting a Preliminary Market Engagement (PME) to gather insights and feedback from potential suppliers operating within the market. The purpose of this engagement is to identify the types of solutions and functionalities available for the procurement of Community Based Care Services. This encompasses Domiciliary Care and Day care, and may, through further engagement, extend to additional areas of provision. The framework aims to consider the opportunity for implementing a comprehensive solution that covers provision for all age groups. The Council has an established procurement approach for domiciliary care through the 'Approved Provider List' (APL). Additionally, the FCA framework is in place for Learning Disabilities & Autism (LD&A). However, with the implementation of the Procurement Act 2023, the APL is no longer a viable option for procurement delivery. As a result, Shropshire Council is reviewing alternative models to ensure effective and compliant procurement of Community Based Care Services in the future.
