Summary of the contracting process

Shropshire Council is embarking on a Preliminary Market Engagement (PME) for the procurement of Accommodation Based Care Services, aiming to gather insights and feedback from potential suppliers. This engagement covers the procurement process for services such as Care Homes and supported living, and it might extend to other areas as well. The initiative, part of the Council's existing procurement strategy, is driven by the legal framework established under the Procurement Act 2023. The process is in the planning stage, with important dates including a national provider event scheduled for 5th March 2026 held online via Microsoft Teams, with a deadline for participation by 27th February 2026. The procurement activity pertains to the health and social work services industry, located within the UKG22 region (United Kingdom). The framework, valued at approximately £914 million, is anticipated to run from 2027 to 2032, with a potential extension until 2035.

This procurement opportunity presents substantial potential for business growth within the health and social care sector. It is particularly suited for organisations that are experienced in delivering comprehensive accommodation-based care solutions, including offerings for diverse age groups and needs. Companies with expertise in service models, pricing strategies, and market capacity in the care services sector are encouraged to participate. This engagement represents an ideal platform for both established providers and newcomers looking to expand their service reach in collaboration with a major regional authority like Shropshire Council. The engagement activities offer a chance for valuable interaction with the Council to shape future procurement frameworks and ensure compliance with evolving legislative requirements.

Accommodation Based Care - Framework

Notice Description

THIS IS NOT A CALL FOR COMPETITION. THIS IS A MARKET ENGAGEMENT. Shropshire Council is currently conducting a Preliminary Market Engagement (PME) to gather insights and feedback from potential suppliers operating within the market. The purpose of this engagement is to identify the types of solutions and functionalities available for the procurement of Accommodation Based Care Services. This encompasses Care Homes and supported living, and may, through further engagement, extend to additional areas of provision. The framework aims to consider the opportunity for implementing a comprehensive solution that covers provision for all age groups. The Council has an established procurement approach for Care Home Placements through the 'Approved Provider List' (APL). Additionally, the FCA framework is in place for Learning Disabilities & Autism (LD&A). However, with the implementation of the Procurement Act 2023, the APL is no longer a viable option for procurement delivery. As a result, Shropshire Council is reviewing alternative models to ensure effective and compliant procurement of Accommodation Based Care Services in the future.
