Summary of the contracting process

Shropshire Council procured PAS2035 Retrofit Coordination and Design Services for its Warm Homes: Local Grant programme in Shropshire. The appointed partner will act as a critical friend and advise the Council on compliance with the PAS2035 process throughout the programme. Using Retrofit Assessments completed by the Council, the partner will develop Improvement Option Evaluations and Medium-Term Improvement Plans, discuss these with residents, and produce an overall Retrofit Design for each project. The resulting projects will be delivered by separately procured Retrofit Installers. This is a construction consultancy and construction project management service, covering coordination, design and programme support rather than installation works. The work is for domestic retrofit activity commissioned by Shropshire Council and delivered within Shropshire.

The procurement is complete and the award is pending, with Bailey Garner LLP selected for the contract. The award date is 31 July 2026 and the awarded value is £288,000 gross. A standstill period ends on 12 August 2026, with contract signature scheduled by 13 August 2026. The contract period runs from 14 August 2026 to 13 August 2028, with an option to extend by up to two years, to 13 August 2030. It used an above-threshold open procedure, evaluated on price at 55% and quality at 45%. One lot was awarded. The competition received 32 bids, of which 19 reached the final stage; all 19 final-stage bidders were SMEs. Shropshire Council is the buying organisation.

This procurement indicates demand for firms experienced in whole-house energy-efficiency retrofit coordination and design under PAS2035. A credible competitor would need to interpret Council-completed Retrofit Assessments, develop Improvement Option Evaluations and Medium-Term Improvement Plans, engage residents about proposed measures, and produce coordinated retrofit designs suitable for delivery by separate installers. The work requires the ability to act as an independent technical adviser and critical friend, maintain compliance through the programme, identify or address issues affecting proposed projects, and coordinate effectively with the Council and installation contractors. The requirement was considered suitable for SMEs and voluntary, community or social enterprises, and the successful supplier was an SME. The 19 SME final-stage bids show a competitive market with relevant smaller specialist firms already participating.

Planning Information

The Council has prepared an outline specification for this contract, a headline change for which is a shift in the model to preparing a full programme of retrofit works for a given year in partnership with the Coordination & Design partner, ahead of going to market to secure Retrofit Installers. It is expected that this shift in approach will achieve the following: Improve clarity ahead of Retrofit Installer procurement, reducing the level of risk for prospective bidders. Allow the Council, advised by its Coordination & Design partner, to address necessary remedial works associated with proposed retrofit projects before engaging Retrofit Installers. More closely align the programme with the ideal vision set out in PAS2035:2023 Engagement process description: UPDATED 13/02/26 - Due to unexpected and extremely high interest in this contract, the Council has been forced to amend the engagement process. Organisations are invited to review the initial specification provided by the Council. To access this specification, please email AffordableWarmth@Shropshire.gov.uk. Organisations are invited to provide their responses to the Council’s discussion themes by Microsoft forms, a link to which will be provided by email when the specification is requested. The deadline for submitting these responses is 27th February 2026
