Shropshire Council procured PAS2035 Retrofit Coordination and Design Services for its Warm Homes: Local Grant programme in Shropshire. Shropshire Council is seeking an experienced Retrofit Coordination & Design partner, to aid in delivery of it's Warm Homes: Local Grant programme. The partner will act as a critical friend to the council, consulting to ensure the programme's compliance with the PAS2035 process at all stages. The partner will take Retrofit Assessments, completed by the Council, and work up IOEs & MTIPs, which will be discussed with residents. The partner will then produce overall Retrofit Designs for each project, which will be implemented by separately procured Retrofit Installers. You are invited to tender for the provision of PAS2035 Retrofit Coordination & Design Services as detailed in the Tender Response Document. The contract will be for an initial period of 2 years commencing on the 7th July 2026 with the option to extend for a further period of up to 2 years.

The Council has prepared an outline specification for this contract, a headline change for which is a shift in the model to preparing a full programme of retrofit works for a given year in partnership with the Coordination & Design partner, ahead of going to market to secure Retrofit Installers. It is expected that this shift in approach will achieve the following: Improve clarity ahead of Retrofit Installer procurement, reducing the level of risk for prospective bidders. Allow the Council, advised by its Coordination & Design partner, to address necessary remedial works associated with proposed retrofit projects before engaging Retrofit Installers. More closely align the programme with the ideal vision set out in PAS2035:2023 Engagement process description: UPDATED 13/02/26 - Due to unexpected and extremely high interest in this contract, the Council has been forced to amend the engagement process. Organisations are invited to provide their responses to the Council’s discussion themes by Microsoft forms, a link to which will be provided by email when the specification is requested.
