Summary of the contracting process

Lancashire County Council is seeking tenders for the construction of the Salmesbury Waste Water Pumping System, a project that aims to provide foul water drainage for the Samlesbury Enterprise Zone. This open procurement process, part of the works category, invites contractors to handle not only the final design and construction of the foul pumping station and rising main but also manage traffic and secure necessary consents. The tender is at an active stage, with submissions due by 12:00 on 13 March 2026, and enquiries open until 27 February 2026. The contract, valued gross at £1,500,000, is set to commence in June 2026 and run for 8 months, followed by a potential 12-month maintenance period.

This tender offers a substantial opportunity for businesses in the construction sector, particularly those with expertise in water drainage systems, traffic management, and compliance with regional standards like those of United Utilities. Engineering consultancies and construction firms with relevant experience and the ability to manage robust project timelines are well-suited to compete. The anticipated impact on business growth includes not only the immediate project-related revenues but also the potential for extended maintenance contracts if United Utilities does not adopt the system immediately. Moreover, the open procurement method ensures a competitive process, granting equal opportunity for smaller firms to showcase their capabilities alongside established players.
