Summary of the contracting process

The procurement process initiated by the Royal Borough of Windsor & Maidenhead focuses on the planned provision of "RBWM Dial-a-Ride" services. This initiative falls under the road transport services category, specifically targeting bus transport services in urban or regional areas. The procurement is currently at the planning stage, with interested parties requested to express their interest by 18th February 2026. Businesses will potentially engage in a 36-month concessionary contract, starting from 10th June 2027, with an ambition for extension. The services are intended to operate within the authority boundaries of the Royal Borough of Windsor and Maidenhead, UKJ1 region, using an open competitive tendering procedure.

This tender presents a significant opportunity for businesses specialising in accessible transport services to expand their portfolio. The contract's nature, focusing on door-to-door minibus services for individuals with mobility challenges, is well-suited for companies experienced in providing innovative solutions in public transportation. Companies with expertise in concessionary transport services and a capacity to accommodate specific accessibility needs will likely find this contract aligns with their business objectives. The anticipated annual contribution of £120,000 (excluding VAT) offers a stable financial partnership, positioning service providers well to enhance and grow their market presence within the regional transport sector.

Lot Information

Lot 1

Dial-A-Ride is a bookable door-to-door accessible minibus, which is bookable by telephone. The minibus can be booked for journeys from any one location in the borough to another, by people who cannot use conventional public transport (and their carers where applicable), because they are not accessible or appropriate for them. The purpose of Shopmobility services is to give people with impaired mobility access to services and facilities in their locality. The length of the contract is currently around 36 months (2+1) but the Authority has an ambition to extend this. We anticipate running a competitive process or directly awarding this contract under the Public Service Obligations in Transport Regulations 2023. The contract is concessionary in nature and the Authority anticipates making a contribution of no more than PS120,000 (excl. VAT) per annum. The Authority will furnish selected suppliers - or all if a competitive process is adopted - with more data. We are interested in receiving expressions of interest from competent suppliers. Please contact joey.stanford@rbwm.gov.uk by 18/02 (1pm) if you believe you could provide the services described above.
