Notice Description

The London Borough of Newham is currently exploring options for the renewal and delivery of its Vehicle Removal Service: This removal service forms a critical element of the wider parking enforcement operation, directly supporting the Council's statutory duties in traffic management, road safety, congestion mitigation, and air quality improvement. Effective removal and enforcement activities help ensure the free movement of traffic, encourage modal shift towards walking and cycling, and contribute to the borough's economic resilience. The current contract is nearing expiry, necessitating re procurement to maintain continuity of service provision across the borough. In addition, this renewal contract will allow other local authorities to use contract services. The key outcomes for this service will focus on deliver an improved customer experience through clear communication, timely responses, and full transparency, while ensuring the prompt removal of abandoned, obstructive, or nuisance vehicles to maintain safety and traffic flow. Effective enforcement against persistent offenders will support fairness and compliance by targeting vehicles with multiple unpaid Penalty Charge Notices, and urgent cases affecting emergency access, vulnerable road users, or critical movement routes will be prioritised to enable swift intervention where risks are greatest. We would like to hear from potential providers interested in delivering these services, to inform the options exploration and potential procurement process. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Authority is not committing, at this stage, to carrying out such a process.
