Summary of the contracting process

The London Borough of Newham is planning a re-procurement process for its Vehicle Removal Service, an integral part of its parking enforcement programme. This procurement, tagged as a "planned" stage, intends to renew services for the removal of abandoned, obstructive, or nuisance vehicles, thereby supporting traffic management, road safety, and congestion mitigation. Planned to begin on 1st September 2026 and continue until 31st August 2036, this contract is designated under the services category, specifically focusing on vehicle towing-away services (CPV code 50118110). The procurement aligns with UK Public Procurement Regulations and may engage existing framework agreements if deemed suitable. Key dates include a future notice date on 6th July 2026 and a closing date for market engagement submissions by 20th February 2026. The procurement's total estimated value is £12,000,000 with flexibility for local compatibility and utilisation by other authorities.

This procurement presents significant business growth opportunities for businesses involved in vehicle recovery services. It calls for firms capable of delivering comprehensive removal services that enhance customer experience through effective communication and transparent operations. Businesses that are experienced in safe and efficient vehicle removal, particularly those that can offer innovation in traffic management support and compliance enforcement, will find this tender particularly suited to their strengths. Small and medium enterprises (SMEs) are encouraged to participate, with the commitment to service continuity and quality improvement forming the backbone of this upcoming contract. By participating, businesses can engage in a long-term partnership with the London Borough of Newham and potentially extend services to other local authorities, thereby broadening their market reach.

Notice Title

Vehicle Removal Service

Notice Description

Pipeline Notice for the upcoming procurement of Vehicle Removal Services. This notice is intended for forward looking pipeline visibility only. Details, timelines and scope are indicative and remain subject to change which will be notified in further Notices as the procurement progresses. The Authority also reserves the right to utilise existing Public Procurement Regulations 2015 Framework Agreements and Dynamic Purchasing Systems that they are permitted to use should it be deemed the most suitable market route. This removal service forms a critical element of the wider parking enforcement operation, directly supporting the Council's statutory duties in traffic management, road safety, congestion mitigation, and air quality improvement. Effective removal and enforcement activities help ensure the free movement of traffic, encourage modal shift towards walking and cycling, and contribute to the borough's economic resilience. The current contract is nearing expiry, necessitating re procurement to maintain continuity of service provision across the borough. In addition, this renewal contract will allow other local authorities to use contract services. The key outcomes for this service will focus on deliver an improved customer experience through clear communication, timely responses, and full transparency, while ensuring the prompt removal of abandoned, obstructive, or nuisance vehicles to maintain safety and traffic flow. Effective enforcement against persistent offenders will support fairness and compliance by targeting vehicles with multiple unpaid Penalty Charge Notices, and urgent cases affecting emergency access, vulnerable road users, or critical movement routes will be prioritised to enable swift intervention where risks are greatest.
