CM3159 Property Management Framework
Notice Description
Yorkshire Water Services Limited is seeking to establish a multi-supplier Property Management Framework to support the delivery, maintenance, refurbishment, and improvement of its diverse property estate. The Framework will be structured across multiple Lots, covering a range of works and services. The lotting structure is: Lot 1 - Estate infrastructure Lot 2a - Complex Estate infrastructure (PD & PC Required) Lot 2b - Barns, Slurry Tanks & Septic Tanks Lot 3 - Interior Renovation Lot 4a -Structural Engineering & Reporting Lot 4b - Consultant Building Surveying Services Lot 5 - Heritage Buildings The Framework is intended to provide the Client with access to a pool of qualified, competent suppliers capable of delivering works across a range of complexity, risk profiles, and asset types. The Framework will operate as a multi-supplier arrangement, with call-offs awarded primarily through mini-competition or in rare situation where a high risk has been identified direct award in accordance with the Framework terms. The Framework is being established as an open framework, with provision for periodic re-opening and re-competition.
Lot Information
Estate infrastructure
Covers the delivery of minor civils and low complexity works, including activities such as small groundworks, drainage repairs, fencing and reinstatement. Works are typically reactive and short duration, requiring suppliers to demonstrate efficient mobilisation, reliable delivery, and strong safety performance. The contractor will be appointed as and fulfil the duties of Principal Contractor (PC) under CDM 2015 Regulations.
Renewal: The Framework will have an initial duration of four (4) years, with the option for the Client to extend the Framework by up to an additional four (4) years, resulting in a maximum total duration of eight (8) years. The extension may be exercised in increments determined by the Client, which may include, but are not limited to: A single extension of up to four (4) years; or Multiple shorter extensions (e.g. annual extensions), provided that the total framework duration does not exceed eight (8) years. The decision to extend the Framework will be at the sole discretion of the Yorkshire Water, and will be subject to considerations including (but not limited to): Continued business need and value for money Ongoing compliance with legal and regulatory requirements Satisfactory market conditions and competitiveness of the Framework The effectiveness of the Framework in delivering its intended outcomes The Client reserves the right not to exercise the extension option, or to extend the Framework for a reduced period, based on the above factors. Any extension will be communicated to all Framework suppliers in accordance with the terms of the Framework Agreement.
Complex Estate infrastructure (PD & PC Required)Involves the delivery of higher risk civils and structural works, typically under a design and build model. This includes complex groundworks, drainage, structural interventions and demolition, with suppliers responsible for design, construction, and safety management, including fulfilling Principal Designer and/or Principal Contractor roles where required.
Renewal: The Framework will have an initial duration of four (4) years, with the option for the Client to extend the Framework by up to an additional four (4) years, resulting in a maximum total duration of eight (8) years. The extension may be exercised in increments determined by the Client, which may include, but are not limited to: A single extension of up to four (4) years; or Multiple shorter extensions (e.g. annual extensions), provided that the total framework duration does not exceed eight (8) years. Barns, Slurry Tanks & Septic TanksDesign and build for Agricultural specific projects focused on the design, construction, repair and modification of barns, slurry stores and septic tank systems. Works are typically delivered in rural or agricultural environments and require suppliers to demonstrate appropriate technical expertise, environmental compliance, and safe delivery of higher risk works.
Renewal: The Framework will have an initial duration of four (4) years, with the option for the Client to extend the Framework by up to an additional four (4) years, resulting in a maximum total duration of eight (8) years. Interior & Exterior RenovationCovers a range of multi-trade building works, including internal and external repairs, maintenance and refurbishment. Works may take place in occupied/tenanted buildings, requiring suppliers to deliver high quality outcomes while ensuring minimal disruption and strong customer engagement.

Structural Engineering & ReportingProvides structural engineering services, including inspections, assessments, design and technical advice. Suppliers will support the Client in identifying and resolving structural issues and may provide independent technical assurance for works delivered under other lots.

Consultant Building Surveying ServicesProvides building surveying and professional advisory services including feasibility, defect diagnosis, surveys, and technical design. Supports the Client with statutory compliance and Principal Designer duties, alongside cost advice, due diligence, energy assessments and conservation support, acting as a trusted advisor to provide risk-based guidance and support delivery through to completion.

Heritage BuildingsCovers specialist works to listed and heritage assets, requiring the use of traditional materials and conservation techniques. Suppliers must demonstrate experience in delivering works in line with heritage legislation and conservation principles, often in sensitive or occupied environments.
Renewal: The Framework will have an initial duration of four (4) years, with the option for the Client to extend the Framework by up to an additional four (4) years, resulting in a maximum total duration of eight (8) years.
