Summary of the contracting process

Falkirk Council commissioned a flexible framework for children's Support at Home services, covering children and young people aged 0 to 18. The service provides flexible support in the child's home or community, working with parents, carers and the wider professional team to deliver outcomes in the Child's Plan. Lot 1 covers everyday Support at Home, including daily routines, family partnership, information sharing and meeting children's needs. Lot 2 covers Complex Support at Home for children with complex health needs arising from disability, including physical or learning disabilities, mental health difficulties, sensory or communication impairments and behaviours that may challenge. Providers must be able to support children who may be reluctant to engage.

This procurement has been awarded through an open procedure and a flexible framework, with the framework reopened for new entrants under its original requirements. The reopening deadline was 9 March 2026 at 11:00 UTC, and contracts were signed on 11 May 2026. The original framework was intended to run from 1 April 2022 to 31 March 2024, with an option to extend by up to 36 months. Lot 1 was awarded to Carr Gomm, The Action Group, Ailsa Care Services Ltd and Homecare Scotland, with a contract value of £100,000. Lot 2 was awarded to Carr Gomm and Homecare Scotland, with a contract value of £1,200,000. Awarding followed the criteria in the tender documentation.

This requirement is relevant to regulated children's care and support providers with experience delivering home-based services in partnership with families, social care teams and lead professionals. Credible suppliers need capability across routine support and complex disability-related needs, including physical and learning disabilities, mental health, sensory and communication difficulties, and behaviours that may challenge. Providers must be registered with the Care Inspectorate and Scottish Social Services Council, and successful services are expected to maintain a Care Inspectorate rating of Good or above for Quality of Care and Support. Required insurance includes £10 million employers' liability, £10 million public liability, £5 million professional indemnity and £5 million medical malpractice cover. Financial resilience and the ability to manage electronic ordering and payment are also relevant.

UPDATE - FEBRUARY 2026 REOPENING OF THE FLEXIBLE FRAMEWORK The previously advertised flexible framework relative to Children's Support at Home Service commenced on 01 April 2022. In accordance with its terms, it is now being opened for New Entrants to be admitted under the same requirements as the original tender exercise and as noted herein. ORIGINAL CONTRACT NOTICE TEXT: The Council seeks to commission a flexible, responsive and consistently high quality service. Providers shall have the capability to work with children and young people, between the ages of 0 and 18 years, where there is an identified need to provide a flexible Support at Home service to the individual child or their parents/carers within the home environment or in the community. The Framework will run for a period of 2 years from 1 April 2022 to 31 March 2024, with the option to extend up to a further 36 months. Bidders may bid for one or all Lots.

Complex Support at Home

The Council seeks to commission flexible, responsive and consistently high quality services. Providers shall have the capability to work with children & young people with complex health needs as a result of disability, between the ages of 0 and 18 years. Service Users may have a range of support needs including specific support requirements attributed to physical disability, learning disability, mental health difficulties, sensory impairment, communication difficulties and behaviours that may challenge. Providers shall have the ability to work with Service Users who may be reluctant to engage.

Support at Home

Providers shall have the capability to work in partnership with families to support daily routines and ensure children's needs are met at home. The services provided should be flexible, responsive and consistently to a high quality standard with the outcomes identified in the Child' Plan being central to all discussions and the decision making process. In order to deliver individual outcomes Providers are expected to work with the Team Around the Child and share information appropriately with the child, family and Lead Professional.
