The scope of the Contract is replacement of the following systems: *Asset Management, Building Safety and Compliance management *Rents and Service Charges management The Contract will be divided into 2 Lots: *Lot 1 - Asset Management, Building Safety and Compliance management *Lot 2 - Rents and Service Charges management Bidders may submit bids for Lot 1 only, Lot 2 only, or both Lots. Full details of the Services to be provided under the Contract for each Lot are contained in the procurement documents. The Contract for Asset Management, Building Safety and Compliance will last for an initial period of 3 years, with an option to extend at YH 's discretion for a period of up to 2 years, plus a further period of up to 2 years, plus a further period of up to 2 years, giving a maximum potential term of 9 years. The Contract for Asset Management, Building Safety and Compliance is expected to commence in November 2026. The Contract for Rents and Service Charges will last for an initial period of 3 years, with an option to extend at YH 's discretion for a period of up to 2 years, plus a further period of up to 2 years, plus a further period of up to 2 years, giving a maximum potential term of 9 years. The Contract for Rents and Service Charges is expected to commence in November 2026. This procurement procedure follows a Preliminary Market Engagement (PME) exercise, undertaken in accordance with Section 6 of the Procurement Act 2023. A summary of the Preliminary Market Engagement exercise is set in the procurement documents. The total estimated values are based on the initial contract duration of 3 years. This tender is being administered on behalf of Yorkshire Housing by Clarity Procurement Solutions Limited.

Renewal: The Contract for Rents and Service Charges will last for an initial period of 3 years, with an option to extend at YH 's discretion for a period of up to 2 years, plus a further period of up to 2 years, plus a further period of up to 2 years, giving a maximum potential term of 9 years.

Planning Information

The Pre-Market Engagement exercise will be conducted via system demonstrations from each Participant during the weeks of 23-27th February, 2-6th and 9-13th March 2026. The demonstrations for the Rents & Service Charges solution will take place during 2-6th and 9-13th March only. The demonstrations for the Asset Management, building safety and compliance solution or Rents & Service Charges will last for no more than half a day (3.5 hours). Where an interested party can provision both Rents & Services Charges and Asset Management capabilities, we will seek to undertake both demonstrations on the same day with this dual session lasting no more than six hours. Where an Interested Party can offer either or both of these solutions as part of their current product set which also provides a wider range of housing or asset services, Yorkshire Housing are not requesting to view any functionality over and above the two service areas stated (Rents & Service Charges and Asset Management). In this instance Participants should clearly state what solution they would propose to meet Yorkshire Housing’s requirements. Meeting spaces are limited and will be allocated on a first come first served basis to Interested Parties responding to this Brief. Participants will be required to demonstrate their solution to Yorkshire Housing stakeholders and provide evidence of where the proposed solution(s) is already implemented preferably with integration to Salesforce.
