Summary of the contracting process

Nottingham City Council is progressing with a pre-market engagement (PME) for a project titled "Flood Risk Management: Surface Water Studies". This endeavour falls under the services category, specifically focusing on geology, oceanography, and hydrology services. The procurement process is at the planning stage, with the intention to gather insights from the market to design a competitive and effective formal procurement. The key date for this PME is 27 February 2026, by which interested providers need to submit their responses. The studies will be conducted within the Nottingham City area, providing a substantial opportunity for specialists in flood risk management to contribute expertise and potentially engage in subsequent formal engagements.

This pre-market engagement presents a notable opportunity for companies with expertise in hydrographic surveying and flood risk management to communicate their capacity, experience, and potential solutions that align with DEFRA's funding policy. Firms specialising in these areas, particularly those with experience in improving flood modelling and mapping in sub-catchments, can significantly benefit. Participation could lead to future collaborations and be an excellent chance for businesses to demonstrate their capabilities, thereby fostering growth through potential partnerships with a prominent public authority.

This should form a study report to identify a long-list and short-list of costed options for flood risk management schemes in alignment with DEFRA's new FCERM funding policy and upcoming local appraisal guidance. This pre-market engagement exercise is being conducted in accordance with Sections 16 and 17 of the Procurement Act 2023. Its primary purpose is to help the contracting authority better understand the market's capacity, capabilities, and potential solutions prior to initiating a formal procurement process. Participation in this exercise does not form part of the formal procurement process and will not be used to assess or pre-qualify suppliers. All insights gathered will be used solely to inform the upcoming procurement and ensure it is designed in a way that is open, competitive, and effective.
