The Liverpool City Region Combined Authority is initiating a public procurement process titled "Asbestos Framework". This framework falls under the works category and is designed to establish a multi-supplier agreement for asbestos management services across the authority's estate. The procurement method is an open procedure, expected to start on 1st September 2026 and end by 31st August 2030. This framework will address a comprehensive range of activities, including asbestos removal, encapsulation, and compliance with UK regulations such as the Control of Asbestos Regulations 2012. The contract is divided into lots, enabling targeted services based on geography, project value, or type of asbestos work. The procurement is in the planning stage as of 1st May 2026, and it primarily focuses on the region designated as UKD72, with an estimated value of £10 million.

Asbestos Paint and Coating Removal: Specialist removal or treatment of asbestos-containing paints and surface coatings using controlled techniques. Stakeholder and Site Management: Coordination with site operators to ensure minimal disruption, particularly in occupied or operational environments. The framework is anticipated to be divided into lots (e.g., by geography, project value, or type of asbestos work) and will enable the contracting authority to call off services for both planned and reactive works over the contract term. This procurement seeks to appoint competent, experienced, and appropriately licensed contractors with demonstrable expertise in asbestos management and a strong track record of delivering works safely in compliance with statutory obligations. The framework will support the authority in maintaining safe premises, managing asbestos risks effectively, and ensuring ongoing compliance across its property portfolio.
