Summary of the contracting process

North Northamptonshire Council has initiated a procurement process for the provision of a noise app, under the planning stage as of 10th February 2026. This expression of interest aims to gather information on potential suppliers capable of delivering a cloud-based noise/nuisance reporting application and case management portal. Located in Corby, UK, the Council is seeking suppliers who can meet their mandatory requirements without collaborative development. The deadline for expressions of interest is set for 24th February 2026. This procurement falls within the services category, specifically noise-control consultancy services, and is governed by the Public Contract Regulations/Procurement Act 2023.

This tender presents significant business growth opportunities, particularly for tech companies specialising in noise control, mobile app development, and cloud services. Ideal candidates would be those who can offer free, ad-free mobile applications enabling users to record audio, video, and GPS data, and can integrate these functionalities into a legally compliant and secure portal. This opportunity is particularly suited to businesses that have products or services that meet the legal admissibility and data protection standards and are looking to expand their service offerings within the public sector. As a preliminary market engagement, it serves as a strategic entry point for firms seeking to build relationships and explore further public sector contracts.
