Summary of the contracting process

In a procurement process initiated by the West Midlands Combined Authority, a direct award has been granted to Network Rail Infrastructure for the development and delivery services associated with improvements at Witton and Aston Rail Stations in Birmingham. This project focuses on enhancing passenger experiences and station operations, specifically targeting improvements around Villa Park stadium by the year 2028 to accommodate large-scale events. The procurement deals with services and falls under the utilities special regime. The contract period is set from 23 February 2026 to 22 February 2027, with a gross contract value of £521,043.27. The agreement includes engineering design, health and safety services, and construction project management, which are vital for the effective completion of the station improvements.

This tender provides substantial opportunities for businesses specialising in engineering design, construction management, and safety services, particularly those equipped to work within complex railway environments. Businesses with expertise in managing interface risks due to technical, safety, and operational constraints are most suited for these opportunities, especially given Network Rail’s involvement as the asset owner and main landowner. Companies involved can leverage this project to expand their portfolio in railway infrastructure and public service projects, offering significant growth potential in a sector demanding sophisticated solutions to meet stringent deadlines and standards.

Notice Title

Development Services Agreement with Network Rail for Witton and Aston Rail Stations

Notice Description

The following is in scope for this project, for delivery before UEFA European Football Championships in 2028: * Improved queueing and through-put of passengers at Witton, sufficient to deal with passenger numbers for large-scale events at nearby Villa Park stadium. * Mitigating current overflow of passengers into the public highway at Witton after events including urban realm and access improvements. * General aesthetic improvements at Witton e.g. re-paint; opportunities for branding (i.e. by football club). * Improving queueing, wayfinding and passenger experience between Villa Park Stadium and Aston Station, including improvements to 'Lovers' Lane'. * Small scale interventions at Aston Station such as improved customer information at entrance points or platform level. * Solutions to be developed as part of an integrated station operations plan, and wider transport plan, reporting to the Witton and Aston Station Group, and Witton and Aston Steering Group. The following is in scope for this project at Witton, for efficient delivery to an agreed programme, with the ambition of delivering before 2028: * Demolition of existing platform waiting rooms, and replacement with canopies to make a better platform environment and wider platform waiting area. Reconfiguration of CCTV, passenger information, lighting and other services to support this. * Construction of a railway 'underpass' at station road, to facilitate pedestrian access to the 'Waterworks Site' on the opposite side. * Integration with AVFC's masterplan including walking routes to Brookvale Academy (via their footbridge over the R. Tame) and beyond. Deliverables include: - NR Management and support including safety and assurance - Environmental and social appraisals, delivery programme - Design deliverables - Project sponsorship - Surveys - Possession management - Option selection report (ES3) - Systems engineering management - Land, flood, environmental, security strategies - Pedestrian flow analysis

Procurement Information

Network Rail are the main landowner and asset owner impacted by the proposed works, and they also control access to the railway due to safety and operational requirements. Network Rail also maintain the standards that any new infrastructure must adhere to. Whilst these can be managed as interfaces, through a different procurement route, the timing constraints and particular risk associated with the asset (an old structure, of unknown condition) means that Network Rail is uniquely placed to manage these risks, and minimise interface risk or delay to the design works.
