Summary of the contracting process

Renfrewshire Council commissioned counselling and preventative mental-health programmes in schools across Renfrewshire. The service is intended to improve the mental health, wellbeing and emotional resilience of children and young people from Primary 1 through S6, including those negatively affected by, or at risk of, poor mental health. It covers primary, secondary and additional support needs schools, with access where appropriate for parents. The provider is expected to offer a universal service that is flexible and responsive to local need. This is a counselling and related social-work service, including delivery within schools rather than a general health consultancy or stand-alone clinical service. The council is the buyer and the requirement was structured around a single service provider.

The procurement has been awarded following an open procedure. The tender estimated value was £763,000, while the active contract value is £761,800. Health Is One Ltd was awarded the contract on 8 July 2026, and the contract was signed on the same date. The contract period runs from 1 October 2026 to 31 May 2027, with renewal possible. The tender closed on 10 April 2026 at noon, and the award period began at that time. Three bids were received, all from small and medium-sized enterprises, and all were submitted electronically. Evaluation included 20% price and 80% quality, covering service delivery proposals, implementation, improvement, management and staffing, complaints, and responses to unforeseen events. Variants were not allowed.

This procurement indicates demand from Renfrewshire Council for an organisation able to deliver a broad, school-based counselling service across primary, secondary and additional support needs settings. A credible competitor would need qualified counselling capability, experience supporting children and young people affected by poor mental health, and the ability to include parents where appropriate. It would also need to provide preventative programmes, manage a universal service and adapt delivery to local need. The evaluation shows that strong service-delivery proposals matter most, supported by a clear implementation plan, continuous improvement, management and staffing arrangements, complaints handling and contingency planning for unforeseen events. The three-bid field, all from SMEs, indicates that this scale of requirement can be contested by smaller specialist providers with suitable capacity.
