Summary of the contracting process

Hertfordshire County Council is currently in the planning stage for a significant procurement process aimed at securing lead providers for its "Strategic Lead Provider Services - Support at Home." This contract is a key part of the Council's homecare service for individuals with longer-term care and support needs and will commence on 1st April 2027, ending by 31st March 2030, with the option to extend until 2032. This service falls under the category of Social work and related services, and is set to be delivered across multiple locations within the region UKH23. The procurement process will consist of 11 lots, with the lead provider for each lot receiving the first refusal of packages, commencing with a future notice anticipated on 8th September 2026. The entire procurement is framed under a special "light touch" regime, as per the UKPGA 2023/54 legal framework.

This tender represents an opportunity for businesses within the health and social care sectors to align themselves as strategic partners with Hertfordshire County Council, potentially driving significant growth. Companies specializing in providing flexible, outcome-based homecare services that focus on enhancing independence and wellbeing could find this opportunity particularly attractive. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are encouraged to participate, offering ideas and feedback during preliminary market engagement sessions and eventually bidding to become lead providers. The service's focus on supporting varied needs, including personal care and community connectivity, aligns well with businesses seeking entry or expansion in social work and community-oriented services.
