Summary of the contracting process

Scottish Procurement, through the Scottish Government, is buying temporary and interim staffing services for public sector organisations across Scotland. The four-part framework covers interim professional staff and interim IT staff nationally, plus temporary administrative, catering and manual staff in the south and north of Scotland. It is a multi-supplier framework intended for use by Scottish public bodies and eligible charities and voluntary organisations. The work is the supply of personnel, including temporary staff (CPV 79620000). Framework users may include Scottish Government bodies, councils, health boards, education institutions, social landlords and other listed public organisations, as well as charities on the Scottish Charity Register and voluntary organisations on the Scottish Council for Voluntary Organisations membership database.

Suppliers can target the service areas that match their workforce, delivery reach and specialisms. Financial standing requirements include a current liquidity ratio of at least 0.9, with a parent company guarantee potentially supporting a bidder that does not meet the ratio. Suppliers must hold, or commit to obtain before a framework contract begins, employers’ liability insurance of at least £5 million per incident, public liability insurance of at least £1 million per incident and unlimited in total, and professional indemnity insurance of at least £1 million per incident and unlimited in total. Bidders must state whether they intend to subcontract and the proportion of services involved. Where practical, contractors are expected to consider community benefits, SME and third-sector involvement, and Fair Work First.

Interim IT Staff Services - National
