Summary of the contracting process

Yorkshire Water Services Limited procured a closed, multi-supplier framework for specialist ventilation services and related equipment across its operational clean water and wastewater sites in the UK. The requirement covers inspection and assessment of process ventilation and odour-control systems, risk and compliance surveys, condition grading, remedial-work identification and reporting, planned and reactive maintenance, emergency response, repairs and remediation. It also includes asset information, tagging and reporting. The purpose is to keep existing ventilation assets safe and effective and support compliance with health, safety and environmental obligations, including COSHH and DSEAR. The framework is divided into Operational Requirements and Capital Requirements, covering ventilation inspections, consultancy, maintenance and associated works.

The procurement has reached award stage under a selective competitive flexible procedure for a framework, using a multi-stage process of pass/fail participation conditions, contractual compliance and quality and commercial tenders. Award decisions were dated 11 August 2026. For Operational Requirements, Greenacre Environmental Systems Limited and Ventilation Surveys & Services Limited were selected, with an awarded value of £1.6 million. Its standstill ends on 20 August 2026, with signature scheduled by 21 August 2026. The awarded contract period is 1 September 2026 to 31 August 2030, extendable to 31 August 2034 subject to performance, regulatory requirements and business need. Capital Requirements reached active status. Evaluation was 50% capability and 50% commercial, with shortlisting based on pass/fail minimum requirements.

This requirement is relevant to firms able to inspect, assess, maintain and remediate specialist process ventilation, extraction and odour-control systems in water and wastewater environments. Credible competitors would need practical capability across statutory and routine inspections, risk assessment, compliance surveys, condition grading, planned and reactive maintenance, emergency response, repairs and remediation. Experience of managing safety, environmental and performance issues, together with accurate asset tagging, information management and reporting, would support delivery. Suppliers should be able to demonstrate their capability against minimum pass/fail participation requirements and then provide both technically strong and commercially competitive tenders. The award to two specialist SMEs indicates that Yorkshire Water accepts delivery by focused ventilation businesses, including those able to support both operational and capital requirements.
