Summary of the contracting process

Sheffield City Council has awarded a contract for Lift Autodiallers in Sheffield, intended to address necessary digital upgrades in their Housing and Corporate buildings. The tender aims to replace obsolete analogue phone lines in passenger lifts with digital technology, which is crucial given the impending digital switchover in the UK telecommunications industry. The procurement process concluded with a direct award to SAFELINE GROUP UK LIMITED after initially failed tenders. This award was finalised on 18 February 2026, covering imperative lift-maintenance services and installation of communication equipment under the 'services' category, with a contract period ending on 1 February 2029. Located in Sheffield, South Yorkshire, this public authority procurement is driven by a critical need for improved emergency communication systems in lifts, signifying a completed procurement stage.

For businesses in the industries of lift maintenance and digital communications, particularly SMEs, this procurement presents significant growth opportunities. SAFELINE GROUP UK LIMITED, an SME, emerged as the preferred supplier after submitting a compliant bid post the original procurement's compliance issues. The project underscores the importance of small and medium enterprises (SMEs) in adapting to digital changes, offering room for them to gain foothold in public sector contracts. With a contract value exceeding £310,000, businesses equipped with experience in similar services and a capability to meet quality and cost criteria can have a strategic advantage in competing for such direct award contracts.

Notice Title

Lift Autodiallers (Corporate and Housing)

Notice Description

As the digital switchover approaches, it is crucial to transition analogue phone lines in passenger lifts within Sheffield City Council's Housing and Corporate buildings to digital technology. Analogue lines are becoming obsolete with the shift to digital communications and telecommunication providers within the UK are starting to switch these analogue lines off. This produces risk to the Council as it will result in potential service disruptions for lift emergency communication systems. These systems are vital for safety, as they allow for quick communication in the event of an emergency.

Procurement Information

The open procurement route (OCID: ocds-h6vhtk-0548ef) under PA2023 legislation resulted in two supplier bids, both non-compliant as missing key information. Opportunity for both suppliers to submit this information was provided but to no avail. The tenderers therefore were non-compliant with the procedural requirements of the tender documentation, specifically: * Point 7 of Section 19 of the Procurement Act 2023 * Point 11 of Section 19 of the Procurement Act 2023 Under PA2023 legislation, the Authority has grounds to directly appoint a contractor once a tender has legitimately failed. A Procurement Termination Notice was therefore published, ending that procurement activity. Safeline Group UK Limited were not apart of this original procurement exercise and were sent the tender documentation for completion which were evaluated on Cost/Quality as per the original procurement. The outcome of the evaluation placed them as a preferred supplier for this project. The FTS website would not allow for us to link this notice with the original procurement OCID - ocds-h6vhtk-0548ef. Advice from Cabinet Office was to publish this as a standalone Transparency Notice making reference to the previous failed procurement.
