Planned Investment - Property/Home Improvement, Remediation and Major Projects
Notice Description
Orbit is seeking to procure solutions for its Planned Investment - Property/Home Improvement, Remediation, and Major Projects requirements (the Works), to its housing stock in the Midlands, South and East of England. The contracts will be for an initial term of five (5) years with option to extend for a period of two (2) periods of five (5) years, giving a total of fifteen (15) years. The contracts will contain a 12 month termination for convenience clause. The estimated contract value for all Lots across all work types for the maximum fifteen (15) years is PS1,435.2 million. The scope of the Works includes, but is not limited to: * Planned component upgrades and replacements such as kitchens, bathrooms, windows, doors, and compliance equipment, either driven by age or condition of the component, as advised by Orbit. Planned component upgrades may be as a result of Orbit's standard upgrade programme or through our decarbonisation workstream. * Remediation works - Investigative, design, advisory, and construction activities undertaken to assess, manage, and rectify identified fire safety, structural, or other building defects and risks, ensuring buildings are safe for occupation and compliant with relevant legislation, regulations, and technical standards. * Major Projects - Works containing a combination of planned component upgrades and/or remediation activity, requiring complex design and/or planning prior to works commencing.

Property Improvement - Region 1 (Stratford & South Midlands)
The Works in detail that will fall within scope of the procurement for "Property Improvement" in "Region 1" are envisaged to include: * Planned component upgrades and replacements such as kitchens, bathrooms, windows, doors, and compliance equipment, either driven by age or condition of the component, as advised by Orbit. * Remediation works - Investigative, design, advisory, and construction activities undertaken to assess, manage, and rectify identified fire safety, structural, or other building defects and risks, ensuring buildings are safe for occupation and compliant with relevant legislation, regulations, and technical standards. * Major Projects - Works containing a combination of planned component upgrades and/or remediation activity, requiring complex design and/or planning prior to works commencing

Planning Information
In preparation of the procurement Orbit wishes to carry out the Engagement and has published the Notice with the aim of holding discussions with Property Improvement providers (Participants) for the purpose of: • Holding discussions relating to the themes above and as set out in the market engagement brief available on the Procontract portal. • Enabling Orbit to prioritise customer experience and delivering the best experience to our customers during when a repair or maintenance is required. • Assisting Orbit in clarifying its requirements and inform how it can best reduce the whole lifecycle cost of the Services. • Understanding the market, and its capacity to address its requirements • Identifying contractors that may be able to deliver what is required • Increasing competition and the diversity of contractors interested in the procurement. • Identifying likely contractual terms • Informing the development of its procurement strategy and approach. The format of the engagement will be: An expression of interest and provision of information by contractors who wish to participate, issued via the Procontract portal. Individual one to one discussion sessions with Participants, held in person or over MS Teams calls. Orbit may choose to reduce the number of Participants during the process, and where required this will be done based upon the information provided. Orbit expect to hold a maximum of 20 discussion sessions through the period of this engagement and therefore encourage early responses to this Notice. Participants who are not invited to discussion sessions may be invited to submit responses in writing for consideration and the format for this will be advised separately. The in-person sessions or MS Teams calls are intended to be held with Participants in the period from 23rd February 2026 to 12th March 2026 and will be arranged with each Participant directly. Orbit will not use any information given to them in this process in evaluating any subsequent tender submissions at any stage in the process. No Participant may cross refer to any statement or qualification made as part of their response to this Engagement without raising it explicitly as part of any subsequent Procurement Specific Questionnaire or tender submission for any ensuing contract. The top 7 bidders per Lot, or more should scores be tied, will then receive the full tender pack, to submit an initial bid. Orbit will conduct the Competitive Flexible Procedure to include, but not limited to the following stages; 1. Shortlisting 2. Initial Tender Submission 3. Dialogue/Negotiation Meetings 4. Final Tender Submission 5. Presentations/Interviews/Case Studies After the final evaluation on the basis of Quality at 60% and Price at 40%, bidders will be notified of the award. Orbit intends to rely on section 24 of the Procurement Act 2023 to: * refine the indication of the relative importance of award criteria in accordance with section 24(2) of the Procurement Act 2023; and * to make such other refinements to the award criteria as it deems suitable prior to the request for final tenders (subject always to complying with its duties in section 12 of the Procurement Act 2023). In light of the above, weightings for sub-criteria within quality (to remain with a weighting of 60% overall) will be detailed in the invitation to tender by way of ranges (as is permitted under section 23(3)(b) of the Procurement Act 2023) and refined prior to requests for final tenders. Orbit shall, in accordance with section 24(4) of the Procurement Act 2023 modify and republish or provide again the tender notice and any associated tender documents affected by refinements under this section."

"awardCriteriaDetails": "Maximum number of lots a supplier can be awarded: 1 Description of how multiple lots may be awarded: * Bidders can express interest in, and submit bids for, any and all Lots. * A bidder cannot usually be awarded more two than one lots within Lots 1-5. * Orbit reserves the right not to award any contract as a result of the current procurement process. * Lots will be allocated according to the outcome which provides the best value for Orbit's customers, which is defined as below:. 1. Where a bidder receives the highest weighted score in more than one Lot, they will be awarded the Lot for which they scored the highest overall weighted score. 2. The remaining Lots for which the bidder received the highest weighted score will be awarded to the second ranked bidder, or the next highest ranked bidder where the second ranked bidder has already been awarded another Lot in this procurement according to these restrictions. 3. Where a bidder receives the highest weighted score for multiple Lots and has achieved the same score for those Lots, they will be awarded the Lot of higher annual estimated value. 4. Where two bidders achieve the same score for a Lot, the bidder with the higher price score will be awarded the Lot. 5. Orbit reserve the right to award more than one Lot to a bidder where only one compliant bid is received in respect of a Lot, or where no other compliant bid remains due to the application of this Lotting strategy. 6. Notwithstanding the above restrictions, where the highest scoring bidder for a Lot has already been awarded another Lot in this procurement, that bidder will be awarded the additional Lot if their overall weighted score exceeds the next highest ranked bidder's overall weighted score by 5 points or more. Participants will be invited to indicate the Lots for which they wish to be considered within the PSQ. Further details will be set out in the Descriptive Document. The client reserves the right to modify the contract throughout the term."
