Summary of the contracting process

The Department for Education is currently in the planning stage of re-procuring a national advocacy information, advice, and safety net service aimed at supporting looked-after children, care leavers, children in need, and other eligible young individuals in England. The process is categorised under services in the welfare domain, and will span multiple UK regions, including the UKC, UKD, UKG, UKF, UKJ, UKH, UKK, and UKI areas. The preliminary market engagement process began with a notice published on 20th February 2026, and milestones include an online supplier engagement event scheduled for 5th March 2026, which is open to all potential suppliers. Interested parties must register by 3rd March 2026 to attend. Further engagement activities and 1-2-1 sessions are planned between 9th and 13th March 2026 to gather feedback on the procurement approach.

This tender presents a significant opportunity for businesses, especially Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), to contribute to a service that combines advocacy, information dissemination, and digital platform management aimed at vulnerable populations. Firms with expertise in delivering advocacy or social-care-related services, operating helplines, or providing digital advice platforms would be well-positioned to benefit from this opportunity. The procurement encourages collaborative bids and prioritises inclusive access to procurement opportunities, thereby encouraging innovation and efficiency in meeting the Department’s objectives. This presents a chance for businesses to expand their services, reach new markets, and form strategic partnerships within the public sector.
