Summary of the contracting process

The British Council is planning transport and confidential-material movement services for its Bangladesh operations. The requirement has two lots: passenger and goods-vehicle hire with trained drivers, and secure movement of confidential and irreplaceable materials. Transport may be by road, air or, in emergencies, train, with safety, security, tracking and chain-of-custody controls. Services are intended to cover Bangladesh nationwide, including Dhaka, Chattogram, Sylhet, Rajshahi, Khulna, Barisal, Rangpur, Cumilla and Cox’s Bazar, as well as other divisional and district locations. Operations may run 24 hours a day, seven days a week, depending on operational needs and examination schedules. Suppliers may apply for either lot separately or both together. The procurement is for services, including passenger and goods-transport vehicles with drivers.

This is at the planning stage: the British Council has set out an intention to procure and this process is not an invitation to tender. A framework agreement is planned. Market engagement was scheduled for 28 February 2026, and the buyer expected a subsequent notice on 14 August 2026. The intended initial contract period is 1 October 2026 to 30 September 2029, with an option to extend to 30 April 2030. The estimated value is £1,000,000 excluding VAT, or £1,150,000 including VAT. The lots are to be evaluated independently on quality, methodology, technical compliance and commercial considerations, using the most economically advantageous offer and value for money. One or both lots may be awarded to the same supplier or to different suppliers.

The work is likely to suit established transport operators, secure logistics providers, vehicle-hire businesses and specialist document-movement companies with Bangladesh-wide coverage. Relevant capability includes access to passenger and goods vehicles, trained drivers, nationwide dispatch and coordination, and the capacity to support examination-related schedules. Lot 2 will suit suppliers able to move sensitive materials securely by road or air, and by train in emergencies, while maintaining documented chain of custody, tracking, safety and security controls. The requirement may also suit small and medium-sized enterprises and voluntary, community or social enterprises. Suppliers preparing for the future competition should be able to demonstrate reliable 24/7 operational coverage, secure handling procedures, appropriate transport capacity and a clear delivery methodology for work across urban, divisional and district locations.

BC Services Bangladesh Limited a local entity of The British Council invites reputed and experienced vendors to participate in a tendering exercise to provide transport services across Bangladesh. As British Council Bangladesh operations continue to expand nationwide, there is significant potential for growth in the demand for transport services. In view of this expansion, we invite interested service providers to take part in this tender. Additionally, BC Services Bangladesh Limited a local entity of The British Council invites reputed and experienced vendors to participate in a tendering exercise to provide material movement services. These services primarily involve in country transportation of materials, with a strong emphasis on ensuring that confidential and irreplaceable documents are delivered to their intended destinations in a safe, secure, and timely manner. This tender is being issued in two (2) separate lots: Lot 1: Transport Services Lot 2: Confidential Materials (CM) Movement Services Bidders may apply for either Lot 1 or Lot 2 individually, or for both lots together, depending on their capability and interest. Separate or combined submissions must clearly indicate the lot(s) being applied for and demonstrate compliance with the relevant requirements. Each lot will be evaluated independently based on the supplier's submitted response, including quality, methodology, technical compliance, and commercial considerations, as applicable. The British Council reserves the right to award one or both lots to the same supplier or to different suppliers, based on the evaluation outcome. Services will be delivered across Bangladesh, including Dhaka, Chattogram, Sylhet and other divisional and district locations such as Rajshahi, Khulna, Barisal, Rangpur, Cumilla, Cox's Bazar and others, with operations running 24/7 depending on operational needs and exam schedules. The framework agreement will be awarded for an initial period of three (3) years with an option to extend for up to one (1) additional year.
