Summary of the contracting process

The Borough of Telford & Wrekin has initiated a public procurement process for the provision of Adult Statutory Advocacy Services, which aims to deliver non-instructed advocacy to individuals over the age of 16 who have difficulty or lack the capacity to engage with care, health, and support services processes. The contract encapsulates services such as Independent Mental Capacity Advocacy (IMCA), Care Act Independent Advocacy, and Independent Health Complaints Advocacy Service. This initiative is part of a framework to consolidate multiple advocacy requirements into a single contract. The procurement follows an open method, with the procurement stage now complete. The contract was awarded on 6th July 2026 to POHWER, a large-scale supplier based in Stevenage, and the services will be provided primarily within the UKG21 region, including Telford, Shropshire. The contract period begins on 1st October 2026 and is scheduled to run until 31st March 2031, with potential renewal options extending up to 2032.

This opportunity represents significant business growth potential for organisations involved in health and social work services, particularly those offering guidance and counselling services. Enterprises capable of delivering comprehensive advocacy services and those with the capacity to adapt to legislative changes, such as the introduction of Liberty Protection Safeguards, will find this tender appealing. The contract encourages a unified and efficient service delivery, presenting an opportunity for providers to streamline processes and achieve economies of scale. Small to medium enterprises (SMEs) could particularly benefit from participating in similar tenders in the future, as this tender originally received bids from SMEs. The procurement also requires suppliers to be flexible in their approach to encompass new working practices, making it suitable for businesses that are adaptable and forward-thinking.

Notice Description

Telford & Wrekin Council is seeking a Provider to support the Council to fulfil its duty with regard to the provision of non-instructed advocacy. The service is for eligible people aged 16+ who have been judged to have substantial difficulty or lack the capacity to engage with processes relating to their care, health and support services, or in deprivation of liberty situations, and do not have an appropriate individual (i.e. family member) to represent them. The ultimate goal of the service is to encourage empowerment in order that Individuals rights are secured, help them to make choices, promote the individual's well-being and ensure that their wishes are taken fully into account. In so doing, the service will promote social inclusion, equality and social justice. The tender brings together several Independent Advocacy requirements into a single contract to cover the following: * Independent Mental Capacity Advocacy (IMCA), including Deprivation of Liberty Safeguards (DoLS) and Relevant Individual's Representative (RPR); * Care Act Independent Advocacy and * Independent Health Complaints Advocacy Service
